Nelson Mandela Bay councillor Retief Odendaal has reiterated that the DA is on a mission to dissolve the
National Treasury deputy director-general Malijeng Ngqaleni wrote to CEO Anele Nqwazi on June 26 threatening to withhold grant funds if the municipality did not suspend Qaba’s appointment until specific information was submitted.
But in a twist, almost R600m in equitable share funding due earlier this month had already been withheld.
Odendaal, in the notice, said the withholding of funds — even temporarily — would have a disastrous impact on service delivery.
“There is no doubt that there is now an irretrievable breakdown of trust between the metro and the MBDA board.
“One which, considering the gravitas of the ensuing consequences of the appointment, cannot be restored,” he said.
According to the motion, the DA is lobbying council’s support for dissolving the board.
Yesterday, speaker Eugene Johnson said she had not received the notice, but a screenshot of Odendaal’s email shows it was sent at 9.45am.
A few minutes later, he sent the email to Johnson’s personal assistant.
Johnson, however, did not respond when asked to check again if had she received the notice in the afternoon.
The MBDA board faced a backlash for hiring Qaba on June 21, just three months after he had agreed to a golden handshake, to the tune of about R3m, to vacate his municipal post.
Qaba was suspended after he was accused of signing a deviation that ultimately led to a company being hand-picked as a middleman between the municipality and SMMEs.
He has always rubbished the allegations and the municipality’s disciplinary board cleared him.
However, the board’s decision was later disputed by PwC, which carried out a forensic probe into the contract.
