Duties

The American Citizen Services (ACS) Assistant provides both passport, citizenship, and special consular services for U.S. citizens in Post’s consular district.  Serves as one of the primary points of contact for U.S. citizens in the consular district and maintains a network of public and private sector contacts who may be able to assist U.S. citizens.  Communicates directly with citizenship applicants and U.S. citizens in distress and assists in the preparation of emergency messaging and website updates.  Works with the ACS Chief, consular officers and other Post staff on crisis preparedness and response.  Performs administrative duties and supports other consular section units as required.

Qualifications and Evaluations

Requirements:

EXPERIENCE: 

Minimum two years of administrative work, case management, or customer service work experience is required. 

Knowledge

Knowledge of local cultural, social, and legal environment.Education Requirements:

  • Completion of high school.
  • Completion of two years of college or university studies is required.

Evaluations:

LANGUAGE:

English Level 4 (Fluent, Speaking/Writing/Reading) is required. (This may be tested)

Somali Level 4 (Fluent, Speaking/Writing/Reading) is required. (This may be tested)

SKILLS AND ABILITIES:

Knowledge and skills of MS Word, Outlook, Excel, and Power Point are required.  Must be able to act independently and exercise sound judgment at all times. Initiative, common sense, and tact are required to meet unexpected and unique situations.  Discretion is required to uphold privacy rights of U.S. citizen customers.  Must be able to maintain working relationships with local officials; this includes representing Post with high-level contacts.  Must be able to work professionally and productively with contacts and customers from all backgrounds.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in (Nairobi, Kenya may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.Other Information:

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
