Title: Gender and Safeguarding Coordinator 

TEAM/PROGRAMME: PDQ 

Line Manager:  Director Programme Quality & Development 

Matrix Manager oversight of Safeguarding component:  CD/HR

LOCATION: LUSAKA, ZAMBIA with frequent travel to the field 

GRADE: 3 

Child Safeguarding: 

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting processing staff.

ROLE PURPOSE: 

The Gender & Safeguarding Coordinator will coordinate SCI Zambiaā€™s gender and safeguarding work.

Gender:Ā  The role will coordinate and strengthen SCI Zambiaā€™s gender work across all thematic areas of Save the Children country programming (Health and nutrition, Education, Child protection, Social Protection, and Child Rights Governance).Ā 

S/he will ensure the country office gender equality analysis is regularly updated and action plan implemented; work with SCI Zambia Gender TAs and strategic gender partners to strengthen staff and partner capacity; work with staff and partners to ensure that gender equality is systematically mainstreamed into programs during design, implementation, monitoring and reporting of program activities. Ā 

The position will take lead in coordinating with strategic partners and relevant Ministries across thematic areas to ensure that Save the Children is actively engaged in gender technical working groups and relevant policy forums that advocate and address gender development and equality issues and share learning.

Safeguarding:Ā  The role holder will be responsible for adapting and implementing strong safeguarding systems for effective safeguarding standards, reporting, monitoring and sharing learning that safeguards beneficiaries, partners and the organization at large. S/he builds the capacity of partners, volunteers and country office staff in safeguarding including implementation of SCIā€™s four pillared approach to safeguarding ā€“ Prevention, Awareness, Reporting and Response, in line with the Global SG Protocol.Ā 

The coordinator will work with HR to implement CSG and PSEA policy and procedures effectively and efficiently to make sure that all kinds of Safeguarding and PSEA Concerns must be reported within 24 hours following the Save the Children Zambia Country office Child Safeguarding and PSEA Policy and the Local/Country Procedures.Ā  S/he will coordinate with all relevant departments to ensure safer programming is prioritized in programme design and implementation.

KEY AREAS OF ACCOUNTABILITY: 

Gender: 

Coordination and representation:

  • Coordinate Gender technical resources and support from CO, RO and strategic gender partners.
  • Collaborate  with peers and partners and participate in relevant gender working groups in relevant ministries to achieve thematic outcomes. 
  • Engage in meetings with relevant Ministries and keep the country staff office updated in emerging gender equality and transformative issues such as government policies and strategies.

Capacity Building

  • Ensure all staff are aware and oriented on gender equality in Save the Children programming context. 
  • Support Country Office teams to integrate gender equality strategies into program/project objectives and initiatives.
  • Assess current Country Office capacity in gender-sensitive and transformative  programming and update country gender strategy as relevant. 
  • Facilitating gender capacity building for field teams via training and/or tool development.

Programming & MEAL:

  • Support Country Offices and partners to design and implement quality programs that are gender sensitive and ensures gender equality 
  • Ensure gender is mainstreamed in project/program implementation where relevant 
  • Facilitate gender and power analysis studies for new programmes to inform gender sensitive and gender transformative programming 
  • Ensure gender is mainstreamed in monitoring, evaluation and reporting of project/program activities.
  • Ensure gender learning agenda in place and delivered.

Fundraising:

  • Identify gender-related funding opportunities and participate in donor meetings as required.

ACCM:

  • Be SCI Zambiaā€™s spokesperson for gender-related issues including engaging with media..
  • Identify ACCM priorities for gender and support TSs to deliver on advocacy and campaigns strategy and deliverables related to gender.
  • Ensure evidence and learning on gender influences policy and advocacy agendas.

Safeguarding:

  • Identify and address training needs of staff and stakeholders in relation to keeping children safe.
  • Arrange for ongoing capacity building of staff in general child safeguarding issues, through formal training, discussion of case studies, refresher sessions, etc. 
  • Coordinate and mobilize stakeholders to undergo training in Safeguarding.
  • Conduct training in Safeguarding and policy development for key stakeholders (Gvt and partners)
  • Develop and prepare materials for all Safeguarding related trainings.
  • Prepare all logistical arrangements leading to SG trainings in Dar and all field offices.
  • Coordinate employees trained in TOT and ensure that they are implementing strong child safeguarding systems to partners and the organization at large.
  • Provide technical guidance on Safeguarding to SF focal persons, partners and other key stakeholders including consultants in line with the Safer Partnerships project in collaboration with Awards and Ops.
  • Conduct supervision and monitoring visits to the field for quality assurance
  • Develop SG activity reports and trainings plans and share with all focal persons for implementation. 
  • Provide technical support and make follow up on finalization of Safeguarding Policies for partners.
  • Maintain clear records of number of staff, partners and other parties trained in Child Safeguarding 
  • Ensure that reports of SG and PSEA concerns arisen at SG focal pointā€™s respective areas must be submitted as per Local Safeguarding Procedures through completion of safeguarding incident Datix report forms and respond by investigating cases in line with SCI investigation procedures and actively managing cases to ensure investigations are completed in an efficient, robust, and thoughtful way.
  • Support program teams to mainstream safeguarding framework in the program/projectā€™s activities implementation (i.e. workshops, training, new award kick-off meetings, program/project meetings and review, supervision, and monitoring.
  • Responsible for coordinating with relevant CO functions on Safer Programming so that every function takes accountability for safeguarding in their own work. 
  • Maintain all SG reports and file appropriately & develop and submit a monthly action plan, weekly, monthly Child Safeguarding progress report (training/workshop, induction, monitoring reports, and safeguarding concerns. 
  • Carry out any other task related to safeguarding as requested/assigned by the Head HR/CD.

QUALIFICATIONS AND EXPERIENCE

  • A University degree in the social sciences or relevant subject, at least five years in capacity building and technical assistance provision to Government, NGOs/CBOs; 
  • Experience in child protection/child safeguarding practice; including work and vulnerable children and managing issues.
  • Knowledge of gender and power analysis such as GEM
  • In depth understanding of childrenā€™s issues in Zambia, demonstrable commitment to Childrenā€™s Rights, coordinated care, case management and, child development processes and practices in Zambia;
  • Good data management, data analysis skills; 
  • Ability to communicate complete and sensitive information to a wide and diverse audience
  • Ability to foster and maintain strategic alliances across multiple stakeholders; 
  •  Strong experience and ability to facilitate training to a diverse audience (in terms of education, language abilityā€¦)
  • Willingness to travel to and work in hard-to-reach areas; computer literacy and excellent documentation and report writing skills in English are a must. 
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
