The Society is looking for qualified persons to fill the following positions:

Position Title:        Head of Special Programs-Global Fund
Reporting to:          Deputy Secretary General-Programs
Job Location:          Nairobi

POSITION SUMMARY
Reporting to the Deputy Secretary General Programmes, the Head of Programmes will be responsible for providing strategic and technical leadership, direction and support in the design, implementation and evaluation of quality Comprehensive and sustainable HIV programmes addressing the needs in the community. S/He will be responsible for developing and coordinating programmatic strategies for tracking, monitoring and evaluating PR and Sub Recipients organizational performance against set targets in order to improve the quality and delivery of programme activities and ultimately maximize programme impact.  S/He will be responsible for ongoing management of the programme to ensure that desired programme outcomes and objectives are delivered

KEY RESPONSIBILITIES

  • Provide strategic and operational leadership, direction and technical oversight in the programme.
  • Take lead in resource Mobilisation to ensure increased funding within the Unit.
  •  Supervise the programme staff both at the headquarters level and field level (as second line manager) to ensure quality and consistency of programme delivery.
  • Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans to improve organisational effectiveness
  • Managing co-ordination of the partners and working groups engaged in project work, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team
  • Work closely with GF key stakeholders like KCM  ,MOH both at National & County level, Technical Working Groups , LFA &  Global Fund Country Team.
  • The link between the GF program and the other programme technical departments the whole organization.
  • Coordinate mid-term reviews and evaluation of programme activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.
  • Monitor and evaluate implementation of programme activities to identify gaps, constraints and challenges that should be taken into account in order to develop and implement more innovative and integrated programming for each target population.
  • In charge of the Operationalization of the M&E framework designed for the GF programme.  including and not limited to: designing programme M&E tools for data collection, verification, data management and reporting and data audits, supporting partners in setting up functional data management systems and processes, support the assessment processes of Sub recipients and implement actions emanating from assessments
  • Support and Coordinate the design, development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening SRs and communities with capacity to manage Comprehensive HIV/AIDS programmes.
  • Ensure realization of verifiable and full reporting for all contract deliverables and the project realizes full contract compliance in relation to M&E functions.
  • Design, implement and evaluate strategic action plans and budgets in line with approved Global Fund (GF) policies and international best practices aimed at ensuring effective and efficient use of resources.
  • Provide technical support for programme implementation to ensure quality in programming and alignment to National policies, guidelines and strategies.

DESIRED COMPETENCIES

  • Knowledge of HIV management, trends and goals at national, regional and international levels aimed at preventing and alleviating HIV related human suffering
  • Ability to initiate and manage change and to recognise and adjust to rapidly changing conditions in order to align CSOs/Non State Actors programmes to the GF strategic plan 
  • Strong communication and presentation skills in both English and Kiswahili, including ability to develop reports and prepare relevant publications
  • Strong interpersonal and cross-cultural skills including the ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues and ability to influence and resolve differences and conflicts
  • Ability to build alliances and promote open communication and collaboration to achieve joint objectives.
  • Demonstrated technical expertise in strategic management, project planning and budgeting, resource management, implementation ability as well as programme monitoring and evaluation 
  • Ability to develop and implement performance management system, giving candid performance feedback and supporting professional development efforts
  • Ability to maintain high standards of personal integrity,  establish straightforward, productive relationships; treat staff with fairness and respect, demonstrate sensitivity for ethnic, cultural and gender differences
  • Ability to empower GF staff through coaching and counselling by emphasizing accountability and results rather than direct supervision and control
  • Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet
  • Ability to monitor project against milestones, double-checks the accuracy of information to discover weakness and strive for high quality performance

EDUCATION AND EXPERIENCE

  • Masters in Public Health (MPH) or equivalent qualifications.
  • Over five (5) years experience in Programme Management preferably community based public health programmes.
