The job holder is responsible for strategic leadership, management, and delivery of CHAK Health Programmes and services; networking with the key actors in the Health Sector including Member Health Units, Ministry of Health, County Health Departments, Development Partners in health, donors, and other key stakeholders.

Strategy and leadership

  • Provide technical input and participate in the development of CHAK’s long-term strategy
  • Provide leadership and management of the Health Services Department/Directorate to ensure development and delivery of programmes
  • Provide overall technical leadership of CHAK health projects/programmes and supervision of staff.
  • Develop, cascade, and monitor implementation of directorate/departmental targets/Key Performance Indicators (KPIs)
  • Develop and implement directorate/departmental budget both for the core funding and projects in consultation with the Finance Department.
  • Provides leadership in the preparation and monitoring of annual and quarterly departmental/directorate workplans.
  • Set ceilings for partner budgets, drawing partner contracts and sub agreements with the partners and authorizing transfer of funds to the implementing partners.
  • Ensures dissemination of new health policies and treatment guidelines to CHAK Member Health Units
  • Implement coaching and mentoring programs in the department/directorate
  • Deputizes for the General Secretary in his/her absence including chairing Management Team meetings and staff meetings.

Technical service delivery

  • Lead the management of health programs to ensure quality and the success of all program deliverables
  • Implement and/or design standardized processes to support a more streamlined approach to health service delivery. 
  • Coordinate development of annual staff performance targets (KPIs), monitor, and evaluate staff performance, engagement, and development plans to ensure effective performance and achievement of operational objectives and targets.
  • Responds to requests and needs for emergency medical drugs support and coordinate supply and delivery by MEDS.
  • Assesses MHUs compliance with medical professional standards and requirements by Regulatory and Professional Bodies.
  • Promotes use of essential drug list and rational drug use.
  • Provides technical support to MHUs.
  • Coordinate Medical Officer internship program in liaison with Medical Training institutions, Ministry of Health (MOH) and CHAK internship training hospitals
  • Prepares and submits narrative half yearly and annual Health Programmes Department/Directorate reports

Portfolio growth/resource mobilization 

  • Develop directorate/departmental portfolio growth plan/strategy to increase scale and impact in line with CHAK’s mission
  • Provide Thought Leadership insights to inform future project design. Identify strategic partnerships and demonstrate CHAK’s capacity to deliver desired results.
  • Promote and showcase CHAK’s existing high-priority programs/ projects and innovative ideas through external and internal engagements.
  • Support proposal development by providing technical insights on the health context, feasibility of opportunities, and identifying areas for innovation in programming
  • Develops health related project proposals in identified priority areas of need in MHUs.
  • Engage with potential partners in proposal development, resource mobilization, project implementation, and performance monitoring & reporting.

Stakeholder engagement and support

  • Participate in MOH/Health Sector Policy & Guidelines development and ensure their dissemination and implementation at MHUs level
  • Coordinate’s capacity building in MHUs through training, workshops, seminars to enhance service delivery.
  • Networks with MOH, stakeholders and partners in matters related to health MHUs for continuous feedback.

Person specifications 

Academic and professional qualifications      

  • Master’s Degree in Public Health, Health Systems Management or related medical field
  • Medical Doctor (MBChB) or PhD in relevant field
  • Membership with the relevant Professional Body

Experience:

  • At least 14 years’ experience managing large scale health programs
  • At least 8 years’ experience in a managerial role
  • Extensive experience leading programmatic performance and delivery along with the ability to motivate, manage and drive a team to meet project deadlines and expectations. 
  • Experience working with international donors, managing donor compliance, and reporting on timelines, and budgets.
