Duties

The job holder supervises a team of Administrative Assistants and is responsible for the daily management, administrative tasks, and coordination of programs to support a diverse range of agency-funded activities executed by programs within CDC Kenya.

The incumbent leads a team of administrative professionals to complete this work. The role encompasses duties related to travel, administrative personnel duties, oversight of all TDYs, and logistics processes.

Additionally, the job holder actively contributes to the planning and coordination of operational activities that underpin the CDC Kenya cost share budget. Serving as a vital link, the incumbent acts as a liaison between the Country Director, Deputy Country Director, and other Program Directors at CDC, facilitating seamless coordination of agency activities including engagements with the Ministry of Health, County Governments, and multi-lateral partners. The position will report to the CDC Kenya Deputy Country Director – GS 15 USDH 96-CD1183.

Qualifications and Evaluations

Requirements:

EXPERIENCE: 

Five years of progressively responsible administrative management experience in a public health or international development program that includes administrative management of acquisitions, grants, contracts or cooperative agreement documentation and reporting, files management and exposure to external clients is required.

One year of supervisory experience of administrative staff is required.

JOB KNOWLEDGE:  

A detailed knowledge of overall management principles, guidelines and procedures related to public health and administrative operations, is required. The job holder must also have a detailed knowledge of the host country operational environment, including a good understanding of host government laws and regulations regarding public health-related implementing agreements. Advanced knowledge of other administrative procedures, regulations, and requirements is required.Education Requirements:

Bachelor’s degree or host country equivalent in public administration, business administration, finance, public health or international development is required.Evaluations:

LANGUAGE:  

English: Level 4 – Fluent; speaking/reading/writing, may include the ability to translate
Kiswahili: Level 3 – Good working knowledge; speaking, reading & writing

SKILLS AND ABILITIES: 

Expert oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Strong leadership skills are required to lead results-driven project teams and workgroups.

The ability to think critically, analyze, understand, and discuss new program design, management, and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. Intermediate user level of Microsoft Office applications including Microsoft Word, Excel, PowerPoint, Outlook, OneDrive, Teams. Keyboarding skills that include accuracy.
