The current mood in the country is to celebrate devolution that has taken place in the last ten years. The conference will be held in Uasin Gishu where the president of Kenya William Samoei Arap Ruto is expected to grace the occasion.
Professor Kagwanja has revealed that the fifth president of Kenya William Samoei Arap Ruto did not oppose devolution since he was against the recent constitution. He was keen to note that Ruto was vocal at the moment where he wanted the country to remain united after successive elections.
He was keen to not that he wanted the constitution to have larger counties like the former provinces in the country. He was keen to note that this would have resulted to more unity among counties making it easier for the president in power to effectively manage the country and politics.
