ODM member of parliament Otiende Amollo has spoken about the position of Prime Cabinet secretary. The position is currently being held by Mr Musalia Mudavadi who supported Mr William Ruto in his quest for the top seat last year. The agreement wad that he was to be given the Prime CS position, a replica of the Prime minister back in the coalition government.
The ruling made earlier in the week was that the position of the Chief Administrative Secretary was not constitutional, as the due processes were not followed in it’s formulation.Kenyans focus instantly shifted to other positions like that of the Prime CS, the Principal secretaries who some politicians like Ekuru Aukot have labelled as bloated. Ruto has 51 PS’s about 7 more than Uhuru’s 43.
Otiende says that it would be difficult to extend the CAS ruling to the position held by Mudavadi arguing that Prime CS was merely a description of a job, while in real sense Mudavadi was just a cabinet secretary going by the duties he performs.
