President William Ruto on Tuesday led Cabinet Secretaries in signing yearly performance contracts that will measure their success in their respective ministries.
The Head of State was visibly angered by top government officials whom he said know nothing concerning their roles, are lazy and uncommitted to performing for the Kenyan people. He described a section of his cabinet as incompetent.
The Star newspaper has revealed a possible plan to reshuffle the cabinet noting that the current CSs are doing little to help the president in fulfilling his promises to Kenyans. The tense speech by Dr Ruto at State House confirmed this.
It has also been reported that former Prime Minister and Azimio la Umoja One Kenya leader Raila Odinga may have influence over the planned reshuffle.
Azimio and the ruling Kenya Kwanza coalition are starting talks to end the tensions between the opposition and the government that have led to weeks of protests.
Among the issues listed for discussion by the Azimio side is inclusivity. This issue will be solved by the president accomodating leaders from Azimio strongholds into government. Should this be done, the Head of State will have to shake off some allies from key government positions such as the Cabinet Secretary and Principal Secretary posts. No wonder Ruto allies have been vehemently against the dialogue.
Political analyst Martin Andati opines that the president is indeed planning a reshuffle and his recent utterances can reveal this. He notes that Ruto’s public outburst was a way of preparing the public for the reshuffle so that it seems he did not remove some of his ministers because of bad blood but because of incompetence.
“The reshuffle is long overdue. He is preparing the team and the country for the coming reshuffle,” the political commentator said.
