The project aims at enhancing advocacy capacity through collective organizing thereby connecting women with larger networks resulting in political and social influence to levels needed to affect prioritization of care infrastructure and policy implementation. We aim at developing influencing strategies, tools and mechanisms to hold the government to account on gender-transformative structural changes.
Y.A.K is thus seeking the services of a consultant/group of consultants with appropriate knowledge, skills, experience, and competency to facilitate the development of a simplified and responsive social accountability guide for application by the care workers as the reference document of enhancing their participation in development planning and budgeting by the County Governments within targeted Counties of Kiambu, Mombasa and Nairobi. We ultimately aim to adapt the social accountability guide and disseminate it within the different counties and care worker federations.
The objective of this consultancy.
The purpose of this consultancy is to develop a simplified and responsive social accountability guide, from an existing Social Accountability tool as well as other relevant material, for application by care workers as the reference document of enhancing their participation in development planning and budgeting by the County Governments.
Specific Objectives
The main objectives are as follows:
a.)Review existing social accountability guides in development planning and budgeting within the care sector and in other relevant fields.
b.)Develop a user-friendly social accountability guide tailored to the specific needs and literacy levels of care workers.
Scope of Work
The assessment should cover the following areas:
a.)Identify strengths, weaknesses, opportunities, and threats related to care workers’ engagement in development planning and budgeting. This will guide project implementation
b.)Develop a simplified and user-friendly social accountability guide specifically tailored for care workers.
c.)Ensure the guide addresses the unique challenges faced by care workers and provides practical steps for their involvement in development planning and budgeting.
d.)Modify the guide based on the feedback obtained.
Expected outputs
The consultant will produce the following:
a.)Project report including a summary of the process, key findings and status of accountability efforts in the care space and recommendations.
b.)A simplified and care responsive social accountability guide for application by the care workers.
Timeline:
The assignment is expected to be completed within 30 days from the commencement date. The timeline will be agreed upon before the initiation of the review.
Profile of consultant(s)
a.)Education qualification: A minimum of Master’s Degree in Gender Studies, Project Management, Community Development, Public Policy, Law and/or other related postgraduate degrees or commensurate experience in lieu of an advanced degree.
b.)Proven experience in developing social accountability tools or guides.
c.)Familiarity with gender transformative initiatives and issues related to care work.
d.)Strong understanding of the local context, governance structures, and policies in Kiambu, Mombasa, and Nairobi.
e.)Excellent facilitation and communication skills.
f.)Ability to engage with diverse stakeholders, including care workers, government officials, and NGOs.
g.)Previous experience working on projects related to gender equality and women’s rights is desirable.
