ORGANIZATIONAL CONTEXT

THE ROLE

To deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective

functioning of a client-focused and strategy-oriented HR services.

The job holder is expected to use initiative and knowledge within an area of expertise to independently respond to queries with general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holder is expected to manage resources and coach and coordinate a team of support staff.

This position is based in Kenya Country Office, Nairobi, and reports to HR Officer.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

1. Prepare accurately and timely the end-to-end payroll for the locally recruited staff/employees (FT/SC/SSA) and for the interns, including payment of overtime, allowances, danger pay, salary advances/deductions and driver bonuses when applicable and provide payroll documentation to UNDP and danger pay as well as entitlements and follow up for resolution of any issues.

2. Verify staff benefits and other human resources related claims for accuracy and conformance with personnel rules and regulations. These include overtime, danger pay, security reimbursements, honorarium (Interns & WAE staff).

3. Monitor the contractual status of all staff on various appointments based on immediate location or within the office’s mandate; monitor within grade service increment schedules and ensure timely preparation and issuance of contract renewals and personnel action forms.

4. Use HR management systems for reviewing, entering, and maintaining data integrity in Workday and WINGS, updating a variety of HR data including monitoring various deadlines.

5. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them.

6. Provide assistance on a wide range of complex HR queries and follow-up actions, to ensure consistent and high-quality HR services are delivered to clients.

7. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.

8. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

9. Conduct straight forward data analysis under close guidance of a HR Officer, in order to support others on projects or contribute to process efficiencies and improvements.

10. Provide guidance on HR related systems and processes including but not limited to Recruitment, Contracts, Position Management, Benefits and Entitlements consistent with WFP rules and procedures.

11. Facilitate efficient and effective onboarding of new staff to ease their smooth integration in WFP while ensuring that relevant processes are followed and the conditions of terms of service are clearly explained and understood.

12. Identify evolving needs of the organisation and recommend changes in HR processes and procedures, to support improvements in HR services.

13. Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.

14. Support HR operational initiatives or projects that are aligned to business needs, following standard processes, and ensuring alignment with wider WFP policies.

15. Support activities in the areas of work allocated by the HR officer in compliance with relevant processes and procedures.

QUALIFICATIONS AND EXPERIENCE

Education: A university degree in Human Resources, Administration, or other field relevant to international development assistance.

Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge and Skills:

  • Has experience assessing financial health and stability of C&V projects and other programming
  • Has gained experience of WFP HR Services operating standards across a range of international humanitarian contexts
  • Has provided training to new staff members within area of expertise and supported with ad hoc queries.

Language: Fluency (level C) in English language.

ORGANISATIONAL CONTEXT:

This job will be based in the Garissa Field Office to the Aviation Officer, or the designate. The job holders will specialize in air transport or air movement, and at this level they work under minimal supervision taking responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices.

Job holders are able to recommend straightforward courses of action to staff, and may allocate tasks and support other staff.

JOB PURPOSE:

To perform a range of coordination and administrative activities that contribute to the safe and effective air service to the humanitarian community

KEY RESPONSIBILITIES (not all-inclusive):

1. Perform operational coordination and administration of air operations, ensuring compliance with WFP standards, including risk management processes, to support safe and effective air operations.

2. Liaise with airport officials and other local authorities in order to obtain necessary clearances, documentation and authorizations required for air operations.

3. Carry out pre-flight actions to ensure that all registered passengers and cargo are duly carried on the flight, in coordination with crew to ensure safe flights, escalating issues to a supervisor.

4. Collate all post-flight documentation in order to confirm flights have taken place and in compliance with established conditions.

5. Research, collate and report on aviation related information, to enable decision-making and facilitate air transportation planning, execution and reporting in order to ensure contractual performance.

6. Update and maintain relevant databases and records, ensuring that relevant information is accurate, organized, accessible to others, and supports reporting requirements.

7. Respond to client queries, following standard processes and obtaining guidance or escalating as required, to ensure timely resolution of all enquiries with a high standard of client service.

8. Liaise with internal counterparts in order to carry out duties successfully, support the alignment of aviation activities with wider programmes, to facilitate a coherent approach to air operations.

9. Provide support to other staff, assisting them in completing tasks to agreed standards and deadlines.

10. Support process reviews, and improvements in methods and practices, in order to maximize the performance of air activities and related operations.

11. Follow standard emergency preparedness practices to support WFP to quickly respond in its core areas at the onset of a crisis.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Experience in restricted flying zones, and other aviation risks and assisting in flight planning.

• Experience in handling passenger manifests and aircraft loading.

• Experience in interpreting routine weather reports.

• Experience in basic flight following and radio telephony procedures.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. Post-secondary certificate in air traffic control, flight dispatch, aeronautical engineering or related field is essential for Air Operations roles, desirable for Air Movement roles.

Language:

Fluency in both oral and written communication in English.
