Overview

The U.S. Mission in Kenya is seeking qualified candidates for the position of Public Health Specialist (Prevention) within the Centers for Disease Control and Prevention (CDC) office in Kisumu. The role involves providing technical expertise and support for HIV and tuberculosis (TB) prevention activities under the Division of Global HIV and Tuberculosis (DGHT) and the President’s Emergency Plan for AIDS Relief (PEPFAR).

This position requires strong public health knowledge, analytical skills, and the ability to work collaboratively with partners, government entities, and implementing agencies.


Key Responsibilities

1. Program Development and Implementation:

  • Design, implement, and evaluate public health programs related to HIV and TB prevention.
  • Provide technical advice and guidance to stakeholders and partners on program strategy and execution.
  • Develop annual program budgets, strategies, and regular progress reports.

2. Technical and Administrative Coordination:

  • Oversee the administrative and programmatic management of assigned projects, ensuring adherence to U.S. Government (USG) regulations and policies.
  • Monitor and evaluate program performance, ensuring compliance with terms of agreements and effective utilization of USG funds.
  • Serve as a liaison between the CDC, implementing partners, and local government entities.

3. Stakeholder Engagement:

  • Build and maintain relationships with implementing partners, NGOs, and host government health ministries.
  • Coordinate efforts with international agencies to enhance program integration and impact.

4. Capacity Building:

  • Provide training and mentorship to implementing partners on program management, monitoring, and evaluation techniques.
  • Advocate for public health best practices and policy alignment with Ministry of Health priorities.

5. Monitoring and Reporting:

  • Track program results and impact, ensuring accurate and timely reporting.
  • Use data to refine strategies and inform decision-making.

Qualifications and Requirements

Education:

  • Master’s degree (or host country equivalent) in public health, nursing, epidemiology, behavioral science, or social work is required.

Experience:

  • At least three years of mid-to-senior level experience in public health program design, implementation, and evaluation.
  • Experience working with international agencies or implementing partners is preferred.

Language Proficiency:

  • English: Fluent (Level 4 – reading, writing, and speaking).
  • Kiswahili: Fluent (Level 4 – reading, writing, and speaking).

Job Knowledge:

  • In-depth knowledge of Kenya’s public health challenges, health care systems, and Ministry of Health policies.
  • Familiarity with HIV and TB prevention, emergency response, care and treatment services, and behavior change interventions.
  • Strong understanding of administrative processes related to grants, cooperative agreements, and contracts.

Skills and Abilities:

  • Ability to establish and maintain partnerships with local and international organizations.
  • Strong project management, stakeholder engagement, and advocacy skills.
  • Proficiency in CDC and USG systems for program management and reporting.
  • Ability to work collaboratively in multi-disciplinary teams and influence program decisions effectively.

Travel Requirements

  • Occasional travel within Kenya and internationally for training and program monitoring.
