In collaboration with CBM, PKH seeks to fill the following position under the Vision Impact Project:

The Hospital is soliciting for qualified applicants for the position of Program Officer who will be reporting to the Program Manager.
Job Summary:
The position is responsible for Strategy and program development and implementation and support the day to day running of the Vision Impact Project (VIP). The Program Officer will also be responsible for supporting the line government departments, VIP structures within Kiambu County, and local stakeholders in planning, coordinating quality, and timely roll out of a functional eye health system at various levels. The Program Officer will as well be responsible for building and maintaining effective interfaces with government authorities and partners as well as a broader network of stakeholders who can contribute to eye health system strengthening.
Strategy and Program development:
i) Assisting in the development and implementation of Eye Unit as well as other Hospital programs strategies and activities.
ii) Contributing to further development and deepen understanding of Eye Unit thematic issues and approaches.
iii) Contributing to internal (within the team and across the organization) discussions on thematic issues particularly on: –
a. Improving quality of lives of persons with disabilities, their families and communities at risk of disability in Kenya through improved access to eye health services.
b. Improving human resource for eye health.
c. Establishing infrastructure and use of technological innovations.
d. Enhancing access to services and rehabilitation services.
e. Improving Health Management Information System.
f. Strengthening referrals and access to specialized services.
Program Implementation:
i) Supporting the process of planning, developing and implementing projects/program as per donor requirements.
ii) Assisting in the development and implementation of research and assessments and data collection.
iii) Assisting in organizing and facilitation dialogue meetings, workshops and seminars with government representatives, civil society, international organizations and other like-minded partners.
iv) Contributing to the development of relationships with Eye Unit partners and towards the enhancement of partner organizations through the development of understanding and capacity of partner organizations on dialogue and cooperation between Civil Society Organizations, local and international organizations assistance with monitoring and evaluation.
v) Ensuring implementation of all Donor funded activities and programs as per Donor expectations.
vi) Support in planning and coordination of all trainings that will be undertaken in the program
Communications and advocacy:
i) Identify opportunities and provide assistance in developing relationships.
ii) Contribute in developing appropriate strategies for advocacy with partners and Disabled Persons Organizations (DPOs).
Funding and administration:
i) Assist in identifying funding opportunities and fundraising by writing proposals for existing and new hospital projects.
ii) Perform Eye Unit project organization activities in liaison with the Program Manager, such as writing of project reports (financial and narrative), assisting in preparing estimates for budgeted activities and funding proposals.
Proposal writing and review:
i) As appropriate, conduct site visits and participate in interviews for each assigned funding proposal.
ii) Prepare funding proposal analysis including written summaries and recommendations for review and action by the Program Manager.
Monitoring and evaluation:
i) Develop reports to aggregate evaluation results and communicate the programs impact in the community.
Other Duties:
Take on other administrative tasks as they occur;
i) Updating the database
ii) Taking minutes
iii) Assisting with logistics for travel
iv) Accounting for imprests.
v) Any other duties as assigned by your supervisor
Essential Qualifications
Academic and Professional Qualification
· Bachelors degree in Development Studies, Project Planning and Management or any Social Science.
Experience
- Minimum of 5 years in Project Management
- Experience working with county government will be an added advantage
- Experience in Public health programmes will be an advantage
