This Role:

Palladium is seeking a Team Leader for the anticipated FCDO-funded Tackling Deadly Diseases in Africa Programme 2 (TDDAP 2). This is an anticipated project, and all positions are contingent upon award from FCDO.

The Proposal Opportunity:

The goal of FCDO’s TDDAP2 programme is to implement the UK’s vision for progress on health security. The programme will contribute to the reduction of illness and death from infectious disease threats in African populations and globally, with a particular focus on women and girls.

The programme will provide technical assistance to national governments and regional bodies and will establish long-term partnerships between African, UK and global public health institutions. The programme will support regional and sub-regional bodies, which could include the Africa Centre for Disease Control and the East Africa Regional Co-ordinating Centre and will provide support to a small number of countries with evidence of need and strategic importance to the UK.

The Team Leader will provide support and oversight of team, donor and other stakeholder management as well as leading strategic programme delivery. The Team Leader will have experience managing large and complex health programmes, with a technical focus on health systems strengthening, health security, and infectious disease. Lastly, this position will have experience working across Africa – namely: Malawi, Uganda, DRC, Ghana and/or Kenya.

TDDAP2 has four components:

  • National and Community Technical Assistance
  • Regional Technical Assistance
  • Africa Rapid Response to Outbreaks (ARRO) Fund
  • M&E (TPM, lessons learning and adaptation through programme lifecycle)

This role will be in relation to component 1, National and Community Technical Assistance.

Location:

This position is based in Africa, regional, with frequent travel. Preferred locations are Uganda or Kenya.

Reporting and Supervision:

This position will report to the Programme Director.

Primary Duties and Responsibilities:

Team Management

  • Provide and spearhead technical leadership for the entire team across the programme
  • Oversee and ensure all programme progress towards achieving programme outcomes and impact
  • Manage technical staff to ensure targets are met and associated deliverables are produced on time and of high quality
  • Ensure inputs from technical advisors and short-term consultants are of high quality and achieve best value for money
  • Establish a one team approach built on positive collaboration across the consortium

Programme Delivery and Technical Leadership

  • Act as lead point of contact on all technical programme delivery aspects – from design and implementation to close out and evaluation
  • Represent and act as an ambassador for TDDAP2 and Palladium both internally and externally at relevant meetings, events and workshops and actively seek opportunities for collaboration
  • Lead on strengthening of International Health Regulations (IHR) capacity in Africa and driving African ownership and leadership of health responses
  • Provide technical guidance on strengthening regional institutions to build national capacity in global health security
  • Engaging with CSOs to identify and monitor disease risk, focussing on surveillance and misinformation
  • Drive and instill a One Health approach across the programme’s technical interventions
  • Incorporate and sustain a focus on gender, equity, disability and social inclusion
  • Lead the development and quality assurance of all programme workplans, reports and reviews
  • Oversee and provide technical inputs towards managing and monitoring of programme budgets and financial performance

Stakeholder Management

  • Lead and ensure strong working relationship with the FCDO and other relevant UK government departments
  • Build, maintain and nurture strong partnerships with WHO AFRO, WAHO and Africa CDC towards improving regional health security
  • Regularly engage and share lessons with other UK funded programmes and their wider health portfolio to ensure a strategic and collaborative approach to accelerate progress
  • Coordinate with relevant stakeholders at regional, national and community levels, facilitating cross-country collaboration and sharing of best practices

Key Competencies Required:

  • Demonstrated technical health expertise in health systems strengthening, health security, One Health, infectious disease, amongst others
  • In-depth knowledge of the African health security architecture
  • Deep familiarity and experience working in health environment in Africa – particularly across Malawi, Uganda, DRC, Ghana and/or Kenya
  • Strong financial, operational, problem solving and donor management skills
  • Excellent oral and written communication skills in English
  • Strong interpersonal skills and clear ability to demonstrate leadership of large teams remotely
  • Experience in coordinating and collaborating with diverse set of stakeholders across Africa and UK
  • Deep knowledge of health systems at regional, national and community level
  • Experience working on other donor funded programmes, preferably with FCDO

Professional Expertise/Competencies Preferred:

  • Previous experience in epidemic response and preparedness (e.g. in emergency operation centers – EOCs, or conducting or participating in JEEs or after-action review exercises)
  • Proficient in French, or have worked in francophone Africa
  • Have worked with or within multilateral organization’s (WHO, World Bank, AfCDC)
