General Position Summary

Reporting to the Monitoring, Evaluation and Learning Coordinator, this position is a key role on Mercy Corps’ Program quality assurance, accountability, documentation, and learning. The Monitoring and Evaluation (M&E) Officer will support the programme team in planning and execution of monitoring and evaluation activities, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making, as well as conducting programme assessments. S/he will be responsible for reviewing of all field data collection in Wajir county and uploading it through ODK as well as strengthening the existing filling system to be able to produce reliable/quality data and support data platforms used for decision-making. 

Essential Responsibilities

STRATEGY AND PLANNING
  • Support development and roll-out of ASAL Adapt Monitoring and evaluation strategy and tools.
  • Participate in platforms for the program management and collaboration at county and sub-county level and promote evidence-based county and program adaptive management, support program targeting, design, integration, layering and sequencing and support tracking of resilience programming at county and sub-county level.

MONITORING, EVALUATION, ADAPTATION AND LEARNING

  • Work with the Program MEL coordinator to ensure the program is in line with all applicable Mercy Corps policies and procedures.
  • Conduct field monitoring and verification visits to support program staff on how to capture and organize information for accurate documentation and reporting.
  • Assist the program implementation team in timely and accurate reporting.
  • Supervise enumerators and partners involved in data collection activities at county level including the midterm and final evaluation teams and review their standards for data collection.
  • Ensure that lessons learned throughout the project are captured and communicated to the program team.
  • Critically analyze data and create, and or collect case studies, success stories shareable with internal and external audiences.
  • Review, validation, and analysis of program implementation results data from staff and partners.
  • Visit sites and partners to collect supplementary data, stories and conduct qualitative research both independently and in teams.
  • Maintaining database of results and related results tracking tools.
  • Work with the NRM advisors, GIS officers and Program Manager, Monitoring Evaluation and Learning Coordinator, and other staff to ensure that activities are implemented on plan and progress towards targets is not compromised.
  • Assist in designing MEL interventions that incorporate Mercy Corps’ standards on design, monitoring, and evaluation.

ASSESSEMENT, SURVEYS AND EVALUATIONS
  • Conduct periodic programme assessments, including training of enumerators and overseeing data collection.
  • Support conduct outcome mapping and outcome harvesting processes.
  • Support conduct of programme evaluations and surveys.
  • Support data analysis pertaining to assessments, evaluations, and surveys.
CAPACITY BUILDING
  • Support drafting of all narrative reports and or related concept/proposal development
  • Build the capacity of all relevant team members to develop and maintain an excellent MEL system, including periodic reflection and analysis of program monitoring data to disseminate learning.
  •  Support timely production of monthly, quarterly, and annual donor reports based on agreed performance indicator.
PROGRAM ADVISORY
  • Maintain an active advisory role with the program team to help guide them towards robust and relevant data collection.
  • Support implementation of programme interventions, providing advice and feedback for quality results at any point.
  • Maintain strong working relationships with partners to enable robust results collection and feedback loop for programme learning and adaptation.

Accountability to Participants and Stakeholders

Minimum Qualification & Transferable Skills

  • BA/S or equivalent, preferable in social Science, MEL, Statistics, development studies or international development.
  • At least 5 years of experience in the areas of program development, implementation, monitoring and evaluation.
  • Should understand concepts and demonstrate skills in monitoring and evaluation, project cycle, results chain and frameworks, participatory monitoring.
  • Demonstrated experience in experimental design of evaluations; ability to utilize statistical software for both quantitative and qualitative data analysis; experience with quantitative and qualitative research methods, fielding surveys and leading primary data collection exercises is critical.
  • In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least one data statistical analysis software such as, SPSS, and STATA, and data collection software such as ODK.
  • Excellent Communication and organizational skills; ability to manage and meet deadlines.
  • Fluency in written and oral English and Swahili; Must be able to read and interpret documents, prepare clear and concise reports, and communicate with others as necessary to perform job duties effectively; other applicable languages would be beneficial.
  • Strong research, analytical, interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.
  • Excellent creative and conceptual skills.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and working as a team.
