Job Purpose

The MEAL Specialist will manage all monitoring and evaluation activities of the project, ensuring high-quality data collection, timely reporting, and management of the Project’s Performance Monitoring Plan (PMP). They will mentor and support the M&E team and ensure all USAID-related MEL deliverables are met.

Roles & Responsibilities

  1. M&E System Strengthening and Leadership (25%)
    • Maintain and update a robust M&E system for high-quality data.
    • Develop and manage the Project’s PMP.
    • Oversee and coordinate M&E components across sub-grantees.
    • Ensure core information for grant management is available.
    • Identify and manage MEAL requirements needing consultancy or partnerships.
    • Lead the project team in setting and monitoring targets and milestones.
    • Provide technical assistance to partners, facilities, and government counterparts.
  2. Project Development, Reporting, and Documentation (25%)
    • Collect, analyze, and disseminate project performance and accountability data.
    • Develop annual work plans and budgets.
    • Lead the analysis of project data.
    • Guide staff and sub-grantees in preparing progress reports.
    • Manage quarterly SAPR and APR reporting for USAID.
    • Communicate and publish MEAL findings for timely decision-making.
  3. Quality Assurance and Capacity Building (15%)
    • Ensure quality and adherence to M&E standards.
    • Conduct regular field visits to support MEAL implementation.
    • Provide technical support during DQA and other Quality Assessments.
    • Organize training, mentorship, and on-site supervision for partners and government counterparts.
  4. Collaborating, Learning, and Adapting (CLA) (15%)
    • Promote a learning culture based on evidence-based best practices.
    • Lead the project learning agenda and implement rigorous operations research.
    • Lead strategic collaboration with stakeholders to adapt interventions.
  5. M&E Staff and Resources Management (20%)
    • Line management for M&E staff in USAID Stawisha Pwani.
    • Assign roles, responsibilities, and performance targets.
    • Conduct regular performance reviews and capacity building.
    • Supervise consultants, short-term staff, and interns.
    • Ensure proper utilization and accountability of resources.

Qualifications, Skills, and Experience

  • Master’s Degree in Mathematics, Statistics, Informatics, or a related field.
  • Minimum of ten years of experience in monitoring and evaluation for complex programs.
  • Experience with M&E systems, statistical methods, and database management.
  • Familiarity with USAID and PEPFAR indicators and reporting requirements.
  • Expertise in quantitative and qualitative research methods.
  • Understanding of Kenya’s health system and proficiency in DHIS2.
