The Kenya National Commission on Human Rights (KNCHR) is a constitutional body established under Article 59 of the Constitution of Kenya and Section 3 of the Kenya National Commission on Human Rights Act No 14 of 2011 (revised) 2012. It has the core mandate to develop a culture of Human Rights through the promotion and protection of rights and fundamental freedoms in the Republic of Kenya.

The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution created under Article 59 of the Constitution of Kenya 2010 and established by the Government of Kenya through an Act of Parliament (the Kenya National Commission on Human Rights Act, 2011) and in accordance with the United Nations Principles relating to the Status of National Institutions (Paris Principles). KNCHR’s mandate includes furthering the protection and promotion of human rights in Kenya, acting as a watchdog over the Government in the area of human rights, and the provision of Leadership in moving the country towards a human rights respecting state. KNCHR fulfils its human rights mandate through five Directorates including: Complaints and Investigations, Research, Advocacy and Outreach, Legal Services, Regional Services and Corporate Services. The Commission has offices in Nairobi, Wajir, Kitale, Mombasa, Kisumu and Nyahururu.

KNCHR hereby invites applications for the following positions:

COMPLAINTS AND INVESTIGATIONS OFFICER – Open

REF: KNCHR/ADM/CID/11/2023

Reports to: Deputy Director, Complaints and Investigations

Location: Nairobi with occasional travel

Duration: Permanent and Pensionable

Gross Salary: Kshs. 100,250

Job Purpose

This position is responsible for the support to implementation of the organization’s complaints and investigations strategy by receiving and processing complaints on alleged Human Rights violations in Kenya.

Key Responsibilities

  1. Screen complaints of alleged human rights violations made by complainants to determine whether they meet the commission’s admissibility criteria as per the commission’s mandate.
  2. Offer legal advice to petitioners.
  3. Review of admitted complaints and follow up with petitioners.
  4. Refer complaints that fall outside the mandate of the Commission to appropriate agencies and assist in following up for resolution.
  5. Promote proactive resolution of complaints on human rights violations to avoid recurrence of similar situation from arising. This includes the application of ADR mechanisms.
  6. Undertake investigations on human rights violations to ensure that the complaints are resolved promptly as per the mandate of the Commission
  7. Key in complaints data in the Complaints Management System.
  8. Prepare timely situational reports on complaints processing.
  9. Prepare statutory reports on complaints received and the remedial action taken by the commission against the violators as per the strategic guidelines of the commission.
  10. Conduct research on complaints on human rights violations to come up with advisories to determine the way forward in the pursuit of justice for the complainants.
  11. Assist in the preparation of quarterly, bi-annual and annual plans and activity reports
     

Skills, Experience and Minimum Qualifications

  1.  Bachelor’s degree in Law or other equivalent social sciences from a recognized institution.
  2.  Be admitted as an Advocate of the High Court of Kenya (for LLB holders).
  3. At least 1 year of relevant service in a comparable position from a reputable organization.
  4. Good understanding of human rights and other relevant laws.
  5. Good research skills.
  6. Good communication, listening and client management skills.
  7. Computer literacy.

ASSISTANT PLANNING MONITORING AND EVALUATION OFFICER – Open

REF: KNCHR/PME/APMEO/09/2023

Division: Planning, Monitoring and Evaluation

Reports to: Assistant Director, Planning, Monitoring and Evaluation

Duty Station: Nairobi with occasional travel

Grade: KNCHR 7

Gross Salary: Kshs. 64,614 per month

Duration: Three (3) years’ contract

Job Purpose

The position is responsible for supporting in Planning, Monitoring and Evaluating projects and programmes of the commission to ensure that quality data is generated, reporting and dissemination is done timely and accurately.

Key Responsibilities

  1. Monitoring Progress: Track and assess performance progress towards the achievement of Strategic Plan objectives, outputs, and activities.
  2. Capacity Building: Provide support in capacity building related to Planning, Monitoring, and Evaluation (PM&E) to empower our team with the necessary skills and knowledge.
  3. Data Collection and Compilation: Collect and compile data on performance indicators and targets for analysis, report writing, and tracking purposes.
  4. Progress Reporting: Assist in preparing periodic progress reports for human rights projects and programs to communicate achievements and challenges effectively.
  5. Policy Implementation: Support the implementation of Monitoring & Evaluation policies, strategies, programs, and guidelines to  ensure adherence and alignment with our organizational goals.
  6. Programmatic Reflection and Learning: Facilitate intra-program reflection and learning sessions, fostering knowledge exchange and improvement across different programmatic departments.
  7. Technical Assistance: Provide Planning, Monitoring & Evaluation support and technical assistance to program staff  as  needed,  ensuring  they  have the guidance required to meet their objectives effectively.
  8. Data Compilation: Assist program staff in compiling monthly, quarterly, annual, and ad hoc program data and reports, contributing to our comprehensive and data-driven approach.

Key Qualifications, Skills and Competencies

  1. Bachelor’s degree in any of the following fields: Economics, Statistics, Commerce, Business Management/Administration, Project Planning and Management, Social Sciences, Actuarial Science or equivalent qualification from a recognized institution.
  2. One (1) year solid experience in Planning, Monitoring & Evaluation especially related to human rights issues.
  3. Strong attention to detail and commitment to data accuracy and integrity.
  4. Excellent communication skills, both written and verbal.
  5. Passion for human rights and a commitment to the organization’s mission.
  6. Meet the requirement of Chapter Six of the Constitution of Kenya.

STATISTICAL ANALYST – Open

The position is responsible for collecting, analyzing, and interpreting data related to human rights issues.

Key Responsibilities

  1. Data Collection:
    1. Assist in the collection of data from various sources, including government reports, NGOs, field investigations, and surveys.
    2. Maintain data integrity by ensuring accurate and up-to-date information is obtained.
  2. Data Cleaning and Preprocessing:
    1. Clean, format, and preprocess data to ensure it is consistent, accurate, and ready for analysis.
    2. Verify and validate data to resolve inconsistencies or errors.
  3. Data Analysis:
    1. Conduct basic statistical analysis to identify trends and patterns in human rights data.
    2. Generate descriptive reports and data visualizations to help the team and decision-makers understand the findings.
  4. Database Management:
    1. Maintain and update the organization’s data repository.
    2. Organize data in a structured manner for easy retrieval and analysis.
  5. Documentation:
    1. Prepare and maintain comprehensive documentation of data sources, methodologies, and analysis procedures.
  6. Research Support:
    1. Assist in literature reviews and background research on human rights issues.
    2. Collaborate with the research team to support their projects with data insights.
  7. Reporting:
    1. Contribute to the preparation of reports, briefs, and presentations summarizing findings for internal and external stakeholders.

    1. Work closely with other teams within the organization to ensure data-driven decision-making and integration of human rights data into advocacy efforts.

Key Qualifications, Skills and Competencies

  1. Bachelor’s degree in a relevant field such as data science, statistics, social sciences, or a related discipline.
  2. One (1) year solid experience in data analysis or research especially related to human rights issues.
  3. Strong analytical and critical thinking skills.
  4. Proficiency in data analysis software and tools (e.g., Excel, SPSS, STRATA, R, Python, or other statistical software).
  5. Knowledge of data visualization techniques and tools.
  6. Strong attention to detail and commitment to data accuracy and integrity.
  7. Excellent communication skills, both written and verbal.
  8. Passion for human rights and a commitment to the organization’s mission.
  9. Knowledge of international human rights frameworks and instruments is beneficial.
  10. Familiarity with data management and database systems.
  11. Meet the requirement of Chapter Six of the Constitution of Kenya.
