The Kenya National Commission on Human Rights (KNCHR) is a constitutional body established under Article 59 of the Constitution of Kenya and Section 3 of the Kenya National Commission on Human Rights Act No 14 of 2011 (revised) 2012. It has the core mandate to develop a culture of Human Rights through the promotion and protection of rights and fundamental freedoms in the Republic of Kenya.

The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution created under Article 59 of the Constitution of Kenya 2010 and established by the Government of Kenya through an Act of Parliament (the Kenya National Commission on Human Rights Act, 2011) and in accordance with the United Nations Principles relating to the Status of National Institutions (Paris Principles). KNCHR’s mandate includes furthering the protection and promotion of human rights in Kenya, acting as a watchdog over the Government in the area of human rights, and the provision of Leadership in moving the country towards a human rights respecting state. KNCHR fulfils its human rights mandate through five Directorates including: Complaints and Investigations, Research, Advocacy and Outreach, Legal Services, Regional Services and Corporate Services. The Commission has offices in Nairobi, Wajir, Kitale, Mombasa, Kisumu and Nyahururu.

KNCHR hereby invites applications for the following positions:

ADMINISTRATION OFFICER – Open

(REF:   KNCHR/ADM/HRAO/07/202)

Division: Human Resources and Administration

Reports to: Deputy Director, Human Resources and Administration
Duty Station:     Nairobi with occasional travel
Duration:     Permanent and Pensionable

Grade: KNCHR 6
Gross Salary: Kshs. 100,250 per month

Job Purpose:

This position is responsible for supporting the implementation of the organization’s logistical and administration strategies.

Key Responsibilities:

  1. Supervise and appraise the performance of all staff under the transport section including all the drivers of Commission vehicles to ensure they are familiar and compliant to the Traffic Act of Kenya and observe passenger safety of all staff on transfer.
  2. Manage the Commission’s fleet and ensure the availability and accessibility of vehicles by authorized staff on official duty.
  3. Facilitate replacement and repair of the Commission vehicles as per the Commission’s standards, and approve of payments to the service providers of the mechanical service received.
  4. Manage fuel cards allocated to each Commission vehicle’s and track consumption as documented and accounted for by the user driver.
  5. Ensure prompt payments are made to the service providers for all premise related insurances and motor vehicle insurances to ensure smooth running of the docket and Commission’s services.
  6. Prepare monthly status reports on routine, preventive maintenance and fuel expenditures in accordance to the Commission transport policy.
  7. Champion the reviews of the transport and administration policies of the Commission.
  8. Champion the renewal and implementation of the Commission’s insurance covers related to the premises and motor vehicles.
  9. Ensure all Commission’s premises are compliant with the provisions of Occupational Safety and Health Act 2007 at all times.
  10. Coordinate the maintenance of all Commission’s premises, equipment, furniture and fittings of these assets to ensure that they are safeguarded and in operational condition at all times.
  11. Co-ordinate security management in the Commission premises through applicable strategies including but not limited to; liaising with the premise landlords and guards to mitigate any risks, ensure the door’s access controls are operational at all times so as to ensure safety of staff and assets.
  12. Manage and control access to the Commission’s premises including provision and activation of staff/access cards to members of staff, interns and attachees.
  13. Champion and maintain a good working relationship with contracted service providers including access control providers, landlords, garages, insurance providers among others.
  14. Make requisitions for the division’s requirements in the Integrated Financial Management Information System (IFMIS) and other internal financial management systems  within  the  Commission  including  the Grants Management System (GMS).

Key Qualifications, Skills and Competencies:

  1. Bachelor’s degree in business administration, human resources or an equivalent from a recognized university.
  2. At least one (1) year of relevant service in a comparable position from a reputable organization
  3. Demonstrable experience in the management of fleet and organization’s logistics.
  4. Extensive knowledge of applicable laws and legislations.
  5. Knowledge of government standards and requirements on management of assets.
  6. Good communication, listening and client management skills.
  7. Computer literacy including excellent microsoft office tools skills.
  8. Meet the requirement of Chapter Six of the Constitution of Kenya.

ACCOUNTANT – Open

REF: KNCHR/ADM/HRAO/08/2023

Division: Finance and Accounts

Reports to: Assistant Director, Finance and Accounts
Duty Station:     Nairobi with occasional travel
Duration:     Permanent and Pensionable

Grade: KNCHR 6
Gross Salary: Kshs. 100,250 per month

Job Purpose:

This position is responsible for provision of accounting support to the Finance Department in the preparation of the various finance reports, accounts and reconciliation in compliance with Public Finance Accounts Standards and the achievements of objectives of the Finance and Accounts unit.

Key Responsibilities:

  1. Vouching of field and regional offices’ imprests to ensure that the expenditures are compliant to the organization’s policies and procedures.
  2. Expensing of staff payments in Integrated Financial Management Information System (IFMIS) system and ensuring that they are properly coded.
  3. Expensing of all staff field and regional offices’ operational imprests  in IFMIS and ensuring that they are properly coded.
  4. Posting of all Receipts & Payments in the SAGE Accounting system.
  5. Ensuring that budgets and budget reviews are posted in the IFMIS system.
  6. Capturing of exchequers in IFMIS System.
  7. Approval of payment on CBK Internet Banking platform.
  8. Monitoring of the organization’s budget through the Grant Management System.
  9. Re-alignment of the organization’s budget on the Grant Management System.
  10. Invoicing transactions in SAGE and IFMIS systems.
  11. Clearance of Encumbrances from the IFMIS system.

Key Qualifications, Skills and Competencies:

  1. Bachelor’s degree in Finance, Accounts or an equivalent from a recognized university.
  2. Part II of Certified Public Accountant (C.P.A) (K) or Association of Chartered Certified Accountants (ACCA).
  3. At least one (1) year of relevant service in a comparable position from a reputable organization.
  4. Knowledge of professional accounting standards including Generally Accepted Accounting Principles (GAAP)
  5. Demonstrable experience in the use of financial systems.
  6. Extensive knowledge of applicable laws and legislations.
  7. Good communication, listening and client management skills.
  8. Computer literacy including excellent Microsoft Office tools skills and accounting packages.
  9. Meet the requirement of Chapter Six of the Constitution of Kenya.
