Kenyatta University Hiring  Deputy Vice Chancellor

The Public Service Commission, pursuant to Section 35(1)(a)(v) of the Universities Act, 2012 (amended through the Statute Law (Miscellaneous Amendments) Act No. 18 of 2018), invites applications from suitably qualified individuals for the position of Deputy Vice Chancellor (Administration and Finance) at Kenyatta University.

Position Details

  • Position: Deputy Vice Chancellor (Administration and Finance)
  • Number of Positions: One (1)
  • Basic Salary: Ksh 434,720 – Ksh 580,250 per month
  • House Allowance: Ksh 80,000 per month
  • Leave Allowance: As provided by the university
  • Medical Cover and Other Allowances: As provided by the university
  • Terms of Service: Five (5) years contract, renewable once upon satisfactory performance

Duties and Responsibilities

As the head of the Administration and Finance Division, the Deputy Vice Chancellor will be responsible for the following:

  1. Leadership and Oversight
    • Oversee finance, human resources, asset management, and development plans.
    • Provide strategic leadership in administration, health services, security, transport, ICT, catering, staff housing, and other central services.
  2. Policy Development and Implementation
    • Develop and implement finance and administration policies in line with Kenyan laws and university regulations.
    • Ensure conformity with the Public Finance Act, Public Procurement and Asset Disposal Act, and other regulatory frameworks.
  3. Financial Management
    • Prepare financial estimates, allocate funds, and control expenditure.
    • Manage financial accounting and ensure accurate reporting for informed decision-making.
  4. Human Resource Management
    • Lead departments managing human resource administration and staff welfare matters.
    • Oversee pension schemes and performance contracting.
  5. Infrastructure and Development
    • Coordinate physical development projects, grounds, and estate management.
    • Implement infrastructure and asset development plans to support the university’s growth.
  6. Performance Monitoring and Quality Assurance
    • Represent the university in ISO certification processes and Quality Management System (QMS) evaluations.
    • Undertake performance contracting and strategic planning for the division.
  7. Collaboration and Networking
    • Facilitate fundraising, networking, and resource mobilization for the sustainable growth of the university.
  8. Other Responsibilities
    • Execute duties as delegated by the Vice-Chancellor in accordance with university statutes.

Expected Deliverables

The successful candidate is expected to achieve the following:

  1. Efficient management of finances, human resources, assets, and infrastructure.
  2. Accurate and up-to-date financial and human resource information to support strategic decisions.
  3. Development and implementation of policies and procedures aligned with the Kenyan Constitution and relevant laws.
  4. Establishment of robust systems for effective resource utilization, including human, physical, financial, and IT assets.
  5. Timely execution of delegated duties by the Vice-Chancellor.

Application Requirements

Interested candidates must meet the following criteria:

  1. Academic and Professional Qualifications:
    • Earned Doctorate degree or equivalent qualification from a university recognized by the Commission of University Education (CUE).
    • Demonstrated scholarly record with publications in internationally peer-reviewed journals, postgraduate supervision, and research grant attraction.
  2. Leadership and Experience:
    • A cumulative six (6) years of progressively senior roles in a recognized university, such as Registrar, Dean of School, or Deputy Principal of a Constituent College.
    • Proven strategic management of finances and human resources.
  3. Knowledge of Regulations:
    • Strong understanding of the Public Finance Act, Public Procurement and Asset Disposal Act, and human resource management principles.
  4. Networking and Fundraising:
    • Demonstrated ability to mobilize resources and network for the university’s growth.
  5. Ethics and Integrity:
    • Meet the requirements of Chapter Six of the Constitution of Kenya.
  6. Core Skills:
    • Organizational, communication, and interpersonal skills.
