RE-ADVERTISEMENT – COMMISSIONER GENERAL

Kenya Revenue Authority (“the Authority”) is established by an Act of Parliament with the mandate of collecting revenue on behalf of the Government of Kenya. The Authority also plays crucial roles in support of the country’s development agenda as outlined in various Government of Kenya policy documents and programs including Vision 2030 and the Kenya Kwanza Government core pillars, namely: Agriculture and Food Security, Micro, Small and Medium Enterprise (MSMEs) and Financing, Housing, Health Access and Information and Communication Technology (ICT) and Creative Economy.

The Authority’s agenda as defined in its 8th Corporate Plan includes revenue mobilization through tax simplification, technology-driven compliance and tax base expansion.

JOB PROFILE

In pursuit of the goals above, the Authority seeks to recruit the Commissioner General who, as Chief Executive Officer, will lead the institution through its transformative journey. The Commissioner General as the Chief Executive Officer is responsible for overseeing the day-to-day operations of the Authority, the management of its funds and property and for providing leadership to the Authority’s staff. He/she will ensure that the Authority operates in line with its Vision “To become a Globally Trusted Revenue Agency, Facilitating Tax and Customs Compliance”.

The Commissioner General is the Accounting Officer of the Authority and a member of the Board of Directors.

RESPONSIBILITIES

The job will involve the following responsibilities:

i. Efficient and prudent Management of funds and property of the Authority;

ii. Provide leadership in identifying Key Result Areas, and rally staff towards delivery of the Authority’s goals;

iii. Promote revenue collection activities in line with Government of Kenya targets;

iv. Foster a conducive environment that encourages compliance with Tax and Customs legislation;

v. Promote tax administration practices that facilitate trade and business growth;

vi. Building and sustaining sound working relationships with Government agencies, tax payers and other stakeholders.

vii. As the Chief spokesman for the Authority, promote a positive image of the institution.

viii. Serving as the Authority’s ambassador on Tax and Customs matters at both regional and international levels.

ix. Ensure there is effective communication between management and the board; and between different levels of management and staff.

x. Maintain a conducive work environment to attract, retain and motivate employees, and foster a corporate culture that promotes ethical practices and good corporate citizenship.

xi. Facilitate the preparation of budgets, operational proposals, annual plans, and corporate policies, for discussion by the board and promptly implement decisions and resolutions adopted by the board.

xii. Consistently strive to achieve the financial, revenue targets and other operating goals of the Authority.

xiii. Spearhead the Authority’s digital transformational agenda.

xiv. Perform such other functions as the board may assign from time to time.

QUALIFICATIONS

i. Be a Kenya Citizen;

ii. First Degree from a reputable accredited University and relevant business professional qualifications;

iii. Masters’ Degree in Finance, Business, Economics or Law is an added advantage;

iv. At least fifteen (15) years working experience of which ten (10) must be at senior leadership level in large public or private entities;

v. Demonstrate compliance with the requirements of Chapter Six of the Constitution of Kenya, 2010 and The Leadership and Integrity Act;

vi. Knowledge of Fiscal and Tax Policy and Administration shall confer an added advantage; and

vii. Professional qualification/Membership to a professional body

x. Possess strong interpersonal, team building and communication skills.

viii. Current and valid Certificate of Good Conduct from the Directorate of Criminal Investigations; and

ix. Current clearance from the Credit Reference Bureau.

2. Shortlisted Candidates will be required to present originals of the documents listed above in 1 (iv) to (ix) during the interviews.
