Project: Enhancing Integrated Natural Resource Management to Arrest and Reverse Current Trends in Biodiversity Loss and Land Degradation for Increased Ecosystem Services in the Tana Delta, Kenya
Background
Nature Kenya (NK), in partnership with Kenya Forest Service (KFS), State Department of Environment, State Department of Natural Resources, Kenya Wildlife Service(KWS), National Environment Management Authority (NEMA), Lamu County Government, Tana River County Government, and World Resources Institute (WRI) is implementing a project in Lamu and Tana River Counties titled “Enhancing Integrated Natural Resource Management to Arrest and Reverse Current Trends in Biodiversity Loss and Land Degradation for Increased Ecosystem Services in the Tana Delta, Kenya. The project, referred to as “The Restoration Initiative (TRI) Tana Delta”, is funded by the Global Environment Facility (GEF) through the United Nations Environment Program (UNEP).
The objective of this project is to strengthen integrated natural resource management and restoration of degraded landscapes in the Tana Delta, and systemically scale up best practices and lessons learned to other priority landscapes in Kenya. The project objectives will be achieved by implementing a four-part strategy to develop a suitable enabling environment for landscape restoration to take place, and support the implementation of restoration plans and scale up best practices to ensure long-term sustainability of ecosystems. The strategy includes: Improving the enabling environment for sustainable land management and restoration to take place; supporting local governments and communities to develop and implement plans for achieving human and environmental goals; building capacity of these actors to carry out restoration plans and access finance; and enhancing stakeholder knowledge and scale up best practices through the development of comprehensive restoration monitoring systems.
The project activities are implemented through the following five components: Policy development and integration; Restoration programmes and complementary initiatives; Institutions and finance; Scaling-up best practices and tools; and monitoring, evaluation and dissemination of project information.
This Project is part of The Restoration Initiative (TRI) Program which has been developed to make a significant global contribution to restoring ecosystem functioning and improving livelihoods through the restoration of priority degraded and deforested landscapes, in support of the Bonn Challenge. The TRI program consists of 11 national Child projects in 10 countries in Africa and Asia, and it is supported by a Global Learning, Financing, and Partnerships project (GCP) to develop and disseminate best-practices and tools, catalyze investment in restoration, expand the scope of countries and actors engaged in forest and landscape restoration, and realize benefits at scale. The Kenya Tana Delta project is one of the TRI national Child projects.
Measuring approximately 225,000 Ha, the Tana River Delta is Kenya’s largest, and the second largest estuarine and deltaic ecosystem in East Africa. It is a designated Important Bird Area (IBA), Key Biodiversity Area (KBA), a global biodiversity hotspot, and a proposed world heritage site, which provides diverse ecosystem services that support livelihoods and the local economy.
Component 3 of the TRI Tana project, on Institutions and Finance has a key outcome of Increased private, public and local investment in large-scale landscape restoration through identification and development of sustainable value chains and financing mechanisms. The project seeks to achieve this through development and implementation of The Green Heart Initiative, with the following being end of project targets;
- At least two county governments have fully mainstreamed landscape restoration into their land-use sectors, and lessons learned from this process are replicated in four additional counties
- Green Industrial Park Concept progressed: Prospectus, manual, road map; Sustainable Development Board or similar structure. At least one private sector business entrepreneur interested in investing in a business in the Tana Delta that is aligned with the land use plan and landscape restoration plans and targets
- At least one private sector business entrepreneur interested in investing in a business in the Tana Delta that is aligned with the land use plan and landscape restoration plans and targets
- At least two county governments have a functioning farmer field extension service, and these programs are mainstreamed and financed by the county governments and private sector actors
The Green Heart Project is designed to deliver the preferred strategy set out in the Tana River Delta Land Use Plan (2014) Together these documents offer a vision for the future, but also a practical development programme which will be achieved in five-year phases over the next thirty years.
The Mission Statement for the Green Heart Initiative is “The Tana Delta GREENHEART” project will transform the lives of people living within and around the Tana Delta by promoting sustainable economic growth and protection of the environment, creating new jobs and livelihoods, and boosting the regional and national economy”
To achieve these goals a new partnership is being established between government at both national and county level, the private sector, communities, and environmentalists. It will be led by the independent Tana Delta Sustainability Board, also referred to as Joint Committee.
Objective of the Assignment
The objective of the task is to model the Tana Delta Green Industrial Park with the aim of publicizing it at the local, national and global level to attract investors.
The modelling should be informed by the vision of the Tana Delta Land Use Plan (LUP) and Tana Delta Green Industrial Park Business case and investment rationale, strongly capturing its goal and mission statement “To transform the lives of people living within and around the Tana Delta by promoting sustainable economic growth and protection of the environment, creating new jobs and livelihoods, and boosting the regional and national economy”. The model should capture salient elements of the Green Industrial Park including but not limited to
- Governance and policy links and interventions
- a diagram showing the interlinkages between land, water, biodiversity and people
- Stakeholders/markets and links
- Packages at detail level that cover products/themes
The design and use of 3D model of the Green Industrial Park to attract local and international investors will contribute towards the realization of The Green Industrial Parks outcome of “Increased private, public and local investment in large-scale landscape restoration through identification and development of sustainable value chains and financing mechanisms.
The Green Industrial Park will allow local producers to organize into cooperatives for non-timber forest product, livestock, crop, and fish production. It is designed to serve as a central depot for the collection and distribution of goods, as well as processing and packaging. This infrastructure is currently missing in the Delta, and has limited the extent to which local producer groups can generate income from sustainable production. In coordination with the The Green Heart Joint Committee, a governance structure that provides oversight and strategic direction on implementation of the Green Industrial Park, supported by the secretariat, the project identifies and works with private and county stakeholders to invest in the Green Industrial Park and create value chains for sustainably produced goods. In addition, the project identifies opportunities for private sector engagement in eco-tourism as a way to provide environmentally friendly livelihoods. The model hence is to provide visual depiction of coordinated sustainable production of non-timber forest products through cooperatives, that supports conservation and restoration of ecosystem services and creation of an enabling environment to attract investors to invest in environment friendly value addition.

Reporting
The consultant will report to The Executive Director, Nature Kenya, who will be assisted by Ecosystems Restoration Manager.
Qualification
The consultant should have the following qualifications; an advanced degree in architecture or a related field and skilled in using computer-aided design (CAD) software in developing architectural concepts including 3D conceptual designs and models. He or she should be Proficient in AutoCAD, Sketchup, and Revit, withexcellent communication, problem-solving, and organizational skills and able to work independently and as part of a team. He/she should have demonstrable strategic, creative and analytical mind with problem-solving aptitude. Familiarity with Tana Delta and ability to clearly communicate in English and Swahili will be an added advantage. The firm should be a corporate member of Architectural Association of Kenya (AAK).

Policy and Advocacy Manager (PAM)

Nature Kenya’s work is firmly based on partnership, science and action.
Nature Kenya is seeking to recruit a suitably qualified and experienced policy and advocacy manager. The post holder is expected to support the Executive Director to develop and implement an effective programme of policy and advocacy for conservation actions for priority species, sites and habitats, in line with Nature Kenya strategic plan. The post holder will take responsibility for fostering ecological sustainability in ways that safeguard Key Biodiversity Areas (KBAs) and priority landscapes and species including those regarded as common. He/She will promote uptake of Multilateral Environmental Agreements and participate in national and global meetings and processes. You lead/coordinate campaigns to safeguard KBAs in danger and lobby Government and development to take action to safeguard these places. He/She will build the capacity of grassroot organisations working with Nature Kenya to champion site advocacy, education and awareness efforts. To achieve this, the post holder will support the Executive Director to:
- Mainstream KBAs/IBAs and biodiversity in general into key sectors of the economy: agriculture, energy, water, infrastructure and others.
- Analyse policies, legislation and institutional frameworks at all levels and develop recommendations for key target groups.
- Catalyze and influence policies, legislation and institutional frameworks for ecosystem resilience
- Empower local communities and Site Support Groups to advocate for species and sites conservation
- Demonstrate and advocate the values of nature
- Encourage and promote sustainable production
- Develop and implement on the ground demonstrations/models for enhanced ecological sustainability in the process of meeting economic/humans needs
- Work with the public and private sector to promote best practice to mitigate negative impact of major developments
- Communicate the Nature Kenya work to audiences to influence them to take action for biodiversity conservation
- Contribute to the implementation of biodiversity linked international treaties to enhance KBAs conservation
- Mobilize the resources needed to influence policy, to conserve and sustain ecosystems services.
