About Hivos and the Voices for Just Climate Action Program

Hivos is an international development organization guided by humanist values. Together with citizens and their organizations, we aim to contribute towards just, inclusive and life sustaining societies where people have equal access to opportunities, rights and resources. We work in partnership with others in the Middle East, Africa, Asia and Latin America on three impact areas: civic rights; gender equality, diversity and inclusion, and climate justice. Our approach is solution driven, and we build wider movements for change by amplifying and connecting voices.

The five-year strategic objective of the Voices for Just Climate Action (VCA) program is “By 2025, local civil society groups have claimed a central role as empowered innovators, facilitators and advocates of climate solutions”. Our program is about climate justice i.e. climate change is not only an environmental problem to be addressed but also a societal challenge with ethical and human rights aspects. Hence our intention is to build wide societal support for locally shaped climate solutions through an inclusive and rights-based approach. This includes building a broad-based climate alliance at country level, bridging divides (urban-rural, gender, youth), that amplifies voices in new, unusual ways. In addition, we will influence national and global policies and financial flows in support of these locally shaped solutions. The program is being implemented by an alliance of six organizations: WWF NL, Hivos, SouthSouthNorth, Akina Mama wa Afrika, Shack Dwellers International, and Fundación Avina. During the 5 years’ program period the alliance aims to increase ownership of the program by local CSOs. The program is funded by the Netherlands Ministry of Foreign Affairs under the “Power of Voices” framework.

Main goal of the position

The Planning, Monitoring, Evaluation & Learning Officer (PMEL) is responsible for supporting and guiding the country teams and particularly the Hivos focal point countries (Indonesia, Kenya, Tunisia) in localising VCA”s agreed upon PMEL strategy. The PMEL Officer will work in conjunction with the VCA multi-organizational PMEL Unit known as the PMEL Taskforce (PTF). Under this taskforce, the PMEL officer will Contribute to VCA’s program achievement through a number of methodologies. This includes providing and translating M&E guidance from the PTF to the country teams and providing a quality assurance role in M&E activities of the country programs. This will entail:

  1. Overseeing development and timely submission of mid-year and annual reports,
  2. Review of the Theory of Change,
  3. Leading on adaptive management,
  4. Overseeing data collection processes using Outcome harvesting, narrative assessment Methodologies
  5. Developing country and program-wide learning agendas (in conjunction with the PTF) and more.
  6. The PMEL Officer should also support VCA’s efforts in mutual capacity development between VCA alliance organizations and local organizations and groups on ensuring organizations have capacities and possibilities to gather and analyze data

In line with the programs’ focus on capacity strengthening, the PMEL trains and supports local PMEL-persons, as well as project officers, to harvest results from VCA activities, to undertake narrative assessments, etc. The PMEL Officer ensures these data are connected to VCA indicators, and, where possible, connect them to the basket-indicators managed by the donor. They will closely work with the Hivos EA team and contribute to compiling and reporting on Hivos’ activities and outcomes to the Regional Office and to the Global Program Manager, VCA.

Responsibilities

Project accountability

  • Integrates PMEL methodologies in VCA programming.
  • Facilitates country periodic report development contributes to overall VCA report compilation
  • Assesses the effectiveness of the performance.
  • Lead in the implementation of the End term evaluation of the Hivos VCA countries

Increased PMEL capacities, knowledge, skills and experiences at local level

  • Transfers knowledge, methodologies and experiences through training, support and accompaniment of country PMEL focal persons, VCA Hivos staff, local partners and others as needed
  • Guides and supports country PMEL focal persons in gathering and analyzing data

Co-creation of PMEL intelligence

  • Works with and guides colleagues and consortium partners to keep track of PMEL requirements of donors
  • Develops innovative participatory assessment and validation methods & techniques and enables validation capabilities and practices within Hivos

Quality improvement

  • Advises and coaches in order to enhance validation on both the organization and individual professional levels.

Requirements

  • Relevant degree or equivalent work experience, and academic level of working and thinking.
  • Five to seven years relevant working experience.
  • Experience with project and program management.
  • Extensive experience working in PMEL, or on contents related to climate change, climate justice, environmental justice
  • Experience in training, accompanying and supporting local organizations and rightsholders in their PMEL efforts.
  • Work experience in an international environment
  • Experience working in large program contexts operating in partnerships/consortiums
  • Full professional proficiency in English
  • Knowledge of working with Theory of Change, experience in outcome harvesting coordination, analysis and training desired
  • Experience with adaptive management
  • Experience in developing and supporting program colleagues on developing and analyzing learning agenda in line with Theory of Change
  • Level skills: cooperation, influence, leadership.
