BACKGROUND:

HIAS is an international non-profit organization that stands for a world in which refugees find welcome, safety, and opportunity. HIAS’ operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through community-based protection including Mental Health and Psychosocial Support (MHPSS), Gender Based Violence (GBV) Prevention and Response, Resilience building, child protection and the provision of durable solutions.

The overall goal of HIAS’ global GBV Prevention and Response programming is for forcibly displaced refugee women, girls, and sexual and gender minorities to pursue their potential and to access their human and legal rights, free from violence and oppression. HIAS GBV programming works to ensure.

  1. Forcibly displaced women, girls, and sexual and gender minorities face a reduced risk of GBV,
  2. Survivors of sexual and physical violence have access to coordinated psychosocial, health, and legal services,
  3. Family, community, and institutions support refugee women, girls, and sexual and gender minorities in accessing and using their rights.

With funding from the Bureau of Population, Refugees, and Migration (BPRM), HIAS Kenya is implementing a project aimed at enhancing protection and inclusion for vulnerable refugees, including LGBTQI+ persons and the host community in Nairobi.

The project has four objectives.

  • To enhance the protection of vulnerable refugees, including women, men, children-at-risk, and LGBTQI+ persons, through integrated legal and community-based interventions.
  • To improve the safety and mental well-being of vulnerable refugees including LGBTQI+ persons through the provision of integrated MHPSS community-based interventions.
  • To enhance the protection of GBV survivors and vulnerable refugees including LGBTQI+ persons through GBV risk reduction, prevention, and response interventions.
  • To enhance the socio-economic well-being of vulnerable refugees and the host community through livelihood support and vocational skills development.

PURPOSE OF THE CONSULTANCY:

The purpose of the consultancy is to build the capacity of HIAS Kenya GBV staff on SASA (Start, Awareness, Support, Action) Together methodology of GBV Prevention.

METHODOLOGY AND SCOPE OF WORK

In close co-ordination with HIAS, the consultant will implement the following tasks:

  1. Design the training resources:
    1. Develop the training content for staff to be delivered through interactive activities, methodologies and discussions.
    2. Draft the methodology and training schedule and submit to HIAS for review and approval.
    3. Finalize the methodology and training schedule as approved by HIAS.
  2. Conduct the staff training.
    1. Conduct the training; based on the approved methodology and training/ schedule,
    2. Conduct an evaluation of the training.
  3. Report writing

Prepare a training report and share with HIAS Kenya as per agreed timelines.

EXPECTED OUTPUTS AND DELIVERABLES:

The following will be the expected deliverables and outputs of the consultancy:

TIME FRAME

The overall consultancy is expected to cover a duration of 14 working days including the preparation phase, (sharing training agenda and content with HIAS team for reviews). The Consultant should be able to undertake some of the tasks concurrently to fit within the planned HIAS work plan and timeframe, without compromising the quality of work expected.

HIAS WILL BE RESPONSIBLE FOR THE FOLLOWING:

  • Overall coordination of all the consultancy needs and tasks with the Consultant.
  • Technical and operational support required throughout the training process.
  • Technical review of all training content, tools and reports.
  • HIAS will also oversee the coordination and logistics of the trainings.

THE CONSULTANT WILL BE RESPONSIBLE FOR THE FOLLOWING:

  • Developing of training resources, reviewing existing information, preparing training outlines and objectives.
  • Developing an appropriate methodology for the training. This should be participatory and empirical, for HIAS staff to gain and apply new skills and knowledge on the contemporary evidence based GBV prevention methods.

CONSULTANCY COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS:

  • Consulting firm or individual with rich experience in GBV evidence-based prevention interventions. This includes specific experience with primary prevention activities designed to address root causes of GBV and gender inequality.
  • Prior experience in developing participatory training resources and completing trainings.
  • A certified TOT on SASA, a team leader preferably with a graduate degree in social science or related discipline with extensive knowledge and experience in Evidence Based GBV prevention and Behavior Change Communication
  • Experience in working in Humanitarian sector and with refugees in urban setting preferably in Kenya.

  • A detailed technical proposal, with budget, clearly demonstrating a thorough understanding of the Terms of Reference and including but not limited to the following;

  • Demonstrated previous experience in similar assignments and qualifications outlined in this ToRs. Please attach a previous training report where applicable.
  • Team composition and level of effort of each proposed team member and include CVs of each team member.
