About the Role

DRC is seeking a qualified Safety Officer to oversee the safety and security of personnel and assets in Nairobi. The Safety Officer will be responsible for implementing DRC’s Safety Risk Management System (SRMS) and Global Safety Policy while managing day-to-day safety operations and advising on risk thresholds.

This role works closely with the Country Safety Coordinator and other stakeholders to ensure a secure operational environment.


Key Responsibilities

  1. Safety Risk Management:
    • Identify and minimize potential safety risks to staff and assets.
    • Regularly update the Nairobi Local Safety Rules (LSR) and communicate changes to all staff.
    • Conduct pre-housing safety assessments for international staff and office spaces.
  2. Staff Support and Awareness:
    • Act as a focal point for safety concerns raised by Nairobi-based staff.
    • Ensure all staff understand and comply with safety policies and rules.
    • Organize safety briefings for DRC staff and visitors regarding security and context updates.
  3. Emergency Preparedness:
    • Maintain an up-to-date Record of Emergency Data (RED) list.
    • Establish and frequently update communication trees.
    • Coordinate statutory OSHA and fire audits and implement their recommendations.
  4. Facility and Equipment Management:
    • Ensure vehicles meet required safety standards and adhere to vehicle SOPs.
    • Act as the focal point for access control, biometrics, and security equipment maintenance, including electric fences and fire extinguishers.
  5. Training and Development:
    • Support the Country Safety Coordinator in planning and delivering safety training in Nairobi.
    • Provide ongoing guidance to staff to improve safety awareness and practices.
  6. Incident Management:
    • Assist in managing critical safety incidents and implementing corrective measures.
  7. Continuous Improvement:
    • Develop Safety Improvement Plans (SIP) based on the needs of the office.
    • Monitor and implement measures to enhance safety systems.
  8. Other Duties:
    • Perform additional tasks as delegated by the Country Safety Coordinator.

Experience and Technical Competencies

  • Minimum 3 years of experience as a Safety Officer for an NGO or in a similar high-risk/conflict zone role.
  • Proven ability to conduct security analyses and advise humanitarian personnel.
  • Strong interpersonal, communication, and networking skills.
  • Proficient in common software packages (e.g., Microsoft Office).
  • Ability to remain calm and provide guidance during crises.
  • Experience liaising with UN missions or agencies is an added advantage.

Language Skills

  • Fluent in English (written and verbal).
  • Proficiency in Swahili is highly desirable.

  • DRC Kenya Program staff.
  • Regional Office Safety team.
  • External stakeholders, including implementing partners and relevant agencies.
