1. DEPARTMENT OF TOURISM, TRADE, CO-OPERATIVE DEVELOPMENT AND INDUSTRALIZATION

a) Assistant Director of Trade, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities:

  • 1. Analyzing economic and trade data and reports;
  • 2. Disseminating business information;
  • 3. Facilitating trade promotion activities;
  • 4. Conducting surveys and mapping of various business activities;
  • 5. Sensitizing the business community on sources of credit available to Micro, Small and Medium Enterprises (MSMEs);
  • 6. Promoting entrepreneurial venture creation, growth, development and graduation Micro, Small and Medium Enterprises (MSMEs);
  • 7. Providing training, consultancy and extension services on trade issues;
  • 8. Monitoring and analysing price and supply trends of essential commodities in the domestic market;
  • 9. Administering the Nyandarua County Trade Fund and Joint Loan Board (JLB) Scheme;
  • 10. Providing information on government policies for trade promotion and development and managing business information and solution centres;
  • 11. Identify the business opportunities in the domestic market;
  • 12. Undertake research and carry out market intelligence for trade development;
  • 13. Monitor the impact of trade practices;
  • 14. Advise Development Committees on trade matters;
  • 15. Prepare periodic field reports and returns on trade activities;
  • 16. Promote public-private sector partnerships;
  • 17. Carrying out inspection of County Trade Fund and Joint Loan Board (JLB) activities and preparing reports;
  • 18. Mobilize the business community to participate in trade fairs and exhibitions;
  • 19. Prepare background papers and briefs on trade issues;
  • 20. Undertake intra and inter departmental liaison on trade matters for trade development; and
  • 21. Prepare the Development Plan chapter relating to domestic trade in the County Development Plan administration

ii) Requirement for Appointment

  • 1. At least Eight (8) years relevant experience
  • 2. Must be a serving officer in Nyandarua County Public Service
  • 3. Bachelor’s Degree in any of the following disciplines: – Commerce, Marketing, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations, Project Management, Community Development or its equivalent from a recognized institution;
  •  4. A Masters degree in any of the above stated field of study ; and
  • 5. Demonstrated professional competencies and outstanding administrative and managerial capability in trade development services;

b) Assistant Director Co-operative Development, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities

  • 1. Promote value addition and processing.
  • 2. Undertake cooperative risk assessment.
  • 3. Develop data system and maintain data base for the directorat
  • 4. Develop a long-term Human Resource planning for the directorat
  • 5. Develop, implement and realize the department’s strategic objectives, performance contract and appraisal system
  • 6. Provide technical advice in areas of specialization
  • 7. Prepare reports on policy formulation
  • 8. Enforce compliance with cooperative legislation
  • 9. Monitor the implementation of cooperative activities, programmes and policies.
  • 10. Conduct cooperative inspection
  • 11. Develop appropriate policies for cooperatives societie
  • 12. Carry out regular training needs assessment for the directorate staff and developing appropriate training programmes.
  • 13. Set performance targets and standards for the directorate staff
  • 14. Mentor, guide and supervise staff in the directorat

ii) Requirement for Appointment

  • 1. At Least Eight (8) years relevant experience
  • 2. Must be serving officer in Nyandarua County Public Service
  • 3. Bachelor’s Degree in any of the following disciplines; Commerce, Business Administration, Cooperative Management, Cooperative Business or any other related field from a Recognized University.
  • 4. A Masters Degree will be an added advantage; and
  • 5. Demonstrated Professional Competence in Administration of Cooperatives Management.

c) Assistant Director Tourism, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities

  • 1. Initiating the implementation of tourism policies, strategies, programmes, and projects;
  • 2. providing technical advice on issues related to tourism;
  • 3. supervising activities on the; coordinating research and tourism intelligence surveys; implementing bilateral and multilateral agreements and protocols in the tourism sector; domesticating global code of ethics and developing local codes of practice in the tourism sector; assessing and verifying applications for expatriates seeking employment in the tourism sector; developing and reviewing standards criteria for classification and grading of tourism facilities and services; preparing briefs and reports to parliamentary inquiries; and liaising with stakeholders on tourism promotion and marketing activities.

ii) Requirement for Appointment

  • 1. At Least Eight (8) years relevant experience
  • 2. Must be serving officer in Nyandarua County Public Service
  • 3. Bachelor’s degree in either Tourism; Tourism management; Tourism and Hospitality Management, Eco-Tourism, Hotel and Institutional Management and Information Technology; Travel and Tour Operations management; International Tourism Management Hospitality management; Travel and Tourism Management; Hotel and Hospitality Management, Environmental Studies, Sociology, Geography, Business Administration, Commerce (Marketing Option), International Relations from a recognized institution; or its equivalent qualification from a recognized institution and
  • 4. Master’s degree in any of the above state fields of study; and
  • 5. Demonstrated professional competence in administration of Cooperatives management.

2. DEPARTMENT OF EDUCATION, CHILDREN, GENDER AFFAIRS & SOCIAL SERVICES

a) Assistant Director Gender, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities

 1.   Implementation of gender policies, projects and programmes; facilitating gender mainstreaming activities in County Departments, promoting gender socio-economic empowerment; undertaking sensitization/awareness creation on gender programmes and projects; 

2. Undertaking research on gender issues, including baseline survey on female Genital Mutilation and Gender Based Violence; Coordinating collection and development of gender-disaggregated data and   management information   systems;

3.  Monitoring gender mainstreaming, socio-economic empowerment and Female Genital Mutilation and Sexual and Gender-Based Violence projects and programmes establishing the level of compliance with the Two Third Gender Principle in County Departments; 

4. Providing input on Gender Mainstreaming in CIDP Expenditure Framework budget; monitoring gender-related funds; monitoring prevalence of Female Genital Mutilation and  Sexual and Gender-related matters; 

5. Guiding and  engaging with  partners and stakeholders on Gender-related matters; Guiding and facilitating formation of community level structures on Anti-female Genital Mutilation and Gender Based Violence groups; 

6. Maintaining a complaints and grievances mechanism on gender-related matters at the county; and preparing monthly, quarterly, bi-annual reports on gender programmes / projects.

ii) Requirement for Appointment

  • 1. A minimum of Eight (8) years’ experience
  • 2. Must be a serving officer in Nyandarua County Public Service
  • 3. Bachelor’s degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance / Entrepreneurship Option), Anthropology, Counselling and Psychology, Economics, Law or any other relevant Social Science from a recognized institution:

iii) Assistant Director Culture, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities

Duties and responsibilities at this letter will involve; verifying and endorsing registration forms for cultural practitioners, ensuring that cultural practitioners form associations and committees for effective service delivery, promoting Kiswahili and indigenous languages, disseminating cultural information to the community, initiating and participating in cultural development activities,  coordinating community activities to preserve and promote tangible and intangible cultural diversity, educating the public on cultural rights, undertaking capacity building workshop, seminars, symposia, exhibitions, concerts, festivals, competitions and research, meetings and disbursements of cultural grants, and preparing cultural groups to participate during county and national functions.

Documenting viable elements of intangible cultural heritage for inscription and safeguard; planning, coordinating and implementing cultural programmes and preparing periodic reports, ensuring the development of creative cultural industries; recommending persons for award and honours as national heroes and heroines, mobilizing resources to empower cultural practitioners, identifying development partners and strengthening existing linkages with stakeholders for cultural development and posterity, writing cultural proposals for research and funding, establishing and managing the community cultural centre; and participating in cultural co-operation protocol meetings and organizing local and regional cultural exchange programmes.

ii) Requirement for Appointment

3. DEPARTMENT OF FINANCE, ECONOMIC PLANNING AND ICT

a) Assistant Director Supply Chain Management Services, Job Group ‘P’ (2 Posts)

i) Duties and Responsibilities

Managing activities in Supply Chain Management Units. Specific duties involve initiating and formulating of Supply Chain Management Policies for use to the service. The officer will be responsible for planning, organizing, administration and control of the Supply Chain Management Units in the department. Ensure the correct implementation of the Public Procurement and Assets Disposal Act, 2015 and other statutes, policies, rules and regulations that may impact Supply Chain Management.

ii) Requirement for Appointment

4. DEPARTMENT OF YOUTH EMPOWERMENT, SPORTS AND THE ARTS

a) Assistant Director Sports, Job Group ‘P’ (1 Post)

i) Duties and Responsibilities

Duties and responsibility will entail coordinating preparation of sports annual work plans, sports highlights, and reports, organizing sports championships, coordinating establishment of youth sports centres, selecting teams and individuals for national competition, partnering with public and public organizations and individuals in developing sports facilities in the county, liaising with sports Federation clubs and teams in conducting clinics to promote sports standards, recommending exceptionally talented individuals to sports. Conducting sports seminars, workshops, clinics, retreats and symposia for sports officials, coordinating budget preparation, human resource management and development.

In addition, the officer will coordinate acquisition, co-ordination, distribution and maintenance of sports equipment and implements; participate in addressing sports complaints, petition and disciplinary matters from sports federations and field offices, ensure in maintenance of standards of sports goods and equipment, and participate in monitoring and evaluating sports programmes and activities in the County

ii) Requirement for Appointment

  • 1. At least eight (8) years relevant experience
  • 2. Must be serving officer in Nyandarua County Public Service
  • 3. Bachelors Degree in any of the following fields; Physical Education, Sports science, Leisure and Recreation Management, Community Development, Psychology or their equivalent qualification from a recognized institutio
  • 4. A Masters Degree in any of the above stated field of study
  • 5. Demonstrated Merit and Ability as reflected in Work Performance and Results
