NAKURU COUNTY PUBLIC SERVICE BOARD
Pursuant to the provisions of Article 235 of the Constitution of Kenya and Section 59 of the County Governments Act (Chapter 265), Nakuru County Public Service Board invites applications from qualified Kenyan citizens to fill the following vacant position:
Requirements for Appointment
To qualify for this position, applicants must meet the following criteria:
- Experience:
- A minimum of 15 years of experience in human resource management and development, with at least three (3) years in the grade of Principal Human Resource Management and Development Officer (Job Group N) or a comparable position.
- Alternatively, 15 years of experience in senior management in human resource management in the public or private sector.
- Education:
- Master’s degree in Human Resource Management/Development or Industrial Relations from a recognized institution.
- Bachelor’s degree in Human Resource Management/Development, Industrial Relations, or Social Sciences (e.g., Sociology, Public/Business Administration).
- Candidates with a Bachelor’s degree in Social Sciences must hold a Postgraduate Diploma in Human Resource Management.
- Professional Qualifications:
- Certification as a Certified Human Resource Professional (CHRP-K).
- Membership with the Institute of Human Resource Management (IHRM) in good standing.
- Leadership Training: Certificate in Strategic Leadership Development Programme lasting at least six (6) weeks from a recognized institution.
- Technical Skills: Proficiency in computer applications.
- Competence: Demonstrated ability and merit as reflected in work performance and results.
Key Duties and Responsibilities
The Director will:
- Recommend and implement systems and practices for efficient human resource management and development.
- Provide strategic guidance on HR policies and ensure alignment with county objectives.
- Design and oversee training programs to enhance employee skills.
- Develop and monitor performance improvement strategies adaptive to technological and environmental changes.
- Conduct research on best practices in human resource management.
- Align the HR strategy with the county’s strategic goals.
- Oversee employee relations, welfare, and occupational health and safety programs.
- Liaise with the County Public Service Board to develop staffing norms and foster a conducive organizational culture.
- Manage payroll systems and ensure compliance with pay and benefits policies.
- Maintain an up-to-date human resource development database.
- Conduct periodic human resource surveys and assess training needs.
- Oversee technical assistance and scholarship opportunities in collaboration with the national government.
- Monitor and evaluate the impact of training and development programs.
- Act as Secretary to the County Human Resource Management Advisory Committee (CHRMAC).
- Forecast skills and competency needs and devise strategies to bridge identified gaps.
