Consultancy: Education Technology Landscape Review:

External mapping and landscape review, strategic direction document REPORTING TO: Global Head of Programmes, Education and dotted line to EdTech Task Team Leads  LOCATION: Global DURATION : 2 months (20 working days): Review needs to be finalised by 12th December CONTRACT TYPE: Daily rate GBP

ROLE OVERVIEW:

Background:

As the world’s leading independent child right’s organisation, it is important to have a clear, unified position and direction of travel related to the use of technology in our education programmes and the strategic investments necessary to ensure education technology can support all children to be safe back to school and learning. 

Education Technology (EdTech) is a critical enabler for realizing Save the Children’s strategic goals in which more children are achieving wellbeing and learning outcomes, despite the amplified learning crisis and the compounding challenges presented by the three C’s – Covid, Conflict & Climate.

To answer how EdTech will be a critical enabler for realizing Save the Children’s Global Goal, in fall of 2022 a Task Team was established to write out an EdTech Programme Offer. The goal of this TOR is to produce analysis that can enable further action on these priorities.

Context:

With the outbreak of COVID-19, education systems around the world saw significant growth in the use of EdTech, particularly to support education continuity via distance and at-home learning. However, much of that use was not sustained or equitable1.

This has presented new opportunities but also risks, including online abuse and inequity due to lack of universal access to digital technology and digital literacy. Save the Children recognises that while technology is not a ‘silver bullet’, it has the potential to accelerate the organisation’s impact by improving access to and quality of education.

Save the Children has been utilising EdTech across ECCD, Basic Education and Education in Emergencies for well over a decade, including deploying technology to directly support children’s learning and teacher professional development, and supporting education institutions in utilising data to inform policy and practice in education systems around the world.

Objectives:

This project will aim to finalize one of the priority deliverables identified in the EdTech Programme Offer.

1. Education Technology Landscape Review – international education sector  

a. Map and assess how key organisations in the international education sector have engaged with education technology in their education programmes.

b. This should include: 

i. A review of the approaches/tools adopted including reference to how these are situated within a wider technology for development (T4D) strategy (if applicable)

ii. Assessment of investments in capacity 

iii. Overview of wider advocacy work.

2. Education Technology Donor Landscape Mapping  

a. Develop an EdTech Donor Landscape Review focusing on the external EdTech landscape. 

b. Identify major donors supporting EdTech programming including institutional, philanthropic, foundations, corporates, and any other major streams of funding.

Design and Methodology:  

The consultant should propose relevant measures for data collection. It is anticipated that the data collection will be conducted in Fall of 2023. The data collection should be conducted remotely. The project proposal should specify what kind of methodology and primary/secondary sources are to be used and how it will be implemented in the different stages of the project. 

Methodological aspects will be revised based on the approved technical proposal and initial meetings with the selected evaluation team. The consultant should provide a list of stakeholders for review by Save the Children. 

Key Steps for Sector Analysis: 

1. Review scale INGO education technology landscape 

2. Desk research: Collect relevant information about wider developments in the sector relating to products or services, pricing strategies, target users, strengths, weaknesses, and advocacy on EdTech. 

3. Analyze Products/Services: Evaluate the features, quality, and uniqueness of wider sector practices. For example, do actors typically play a consultancy role with the government (e.g., WB) or do they promote their own products and services?

Key behaviours:

The consultant will have demonstrated first-hand experience conducting similar landscape reviews and analysis.

They will have significant insight into INGO education technology landscape, including relevant information relating to services, pricing, strategies, target users, strengths, weaknesses and advocacy on EdTech.

They will also have direct technical experience of design and delivering education programmes supported by technology, in both humanitarian and development context. 

The consultant must be able to work independently and deliver on agreed upon deadlines.

MAIN DELIVERABLES

The study should commence in October 2023 and is expected to be completed within 20 days. SCI and the consultant will develop a final timeline. The consultant must finalize the review by 12th December 2023.Deliverables/Milestones Level of effort Landscape review  Desk review  2 days 

Inception report

A draft Report of landscape review and donor mapping including the following elements:

· Executive summary 

· Background description

· Scope and focus of the landscape review 

· Overview of the study methodology and data collection methods,

· Findings aligned to each of the key research questions 

· Specific caveats or methodological limitations of the evaluation

· Conclusions outlining implications of the findings or learnings 

· Recommendations 

· Annexes (study ToR, Inception Report, Study schedule, List of people involved) 

A consolidated set of feedback will be provided by Save The Children within 1 week of the submission of the draft report. 4 days 

Final Report

· incorporating feedback from consultation on the Draft Study Report 

Knowledge translation materials: 

· PowerPoint presentation of findings 2 days  Presentation of report  1 days  Total landscape review   20 days
