The Northern Rangelands Trust (NRT) is an indigenous non-profit community conservancy membership organisation. Its mission is to develop resilient community conservancies that transform lives, secure peace, and conserve natural resources. NRT currently supports 45 community conservancies across Kenya in 10 counties (Marsabit, Laikipia, Isiolo, Meru, Baringo, Samburu, Garissa, Tana River, Lamu and West Pokot counties) and Uganda.
WATER ENGINEER – CARBON PROJECT
NRT are the project proponents for the carbon project and are responsible for administering it and representing the carbon rights for several participating conservancies. Accordingly, we are looking for qualified candidates to fill the above position.
Reporting to the WASH Manager, the Water Engineer will be responsible for providing technical support to the organization and community conservancies in delivering priority water development projects while taking consideration of environmental, legal/legislative and technical/compliance requirements.
The role will support the WASH Manager to ensure that improved livelihoods are achieved across the NRT member community conservancies as a result of continued investment in water projects. This will be achieved through collaborations and partnerships especially with the County Governments and other stakeholders, in an accountable, professional, strategic, pragmatic, and innovative manner.
Key roles/responsibilities:
- With support from the WASH Manager ensure an integrated and holistic approach to water development across the conservancies with environmental, technical, and financial sustainability built into the design and management of water supplies.
- Support the WASH Manager to supervise and coordinate the development of WRM strategies and linkages to the water development plans within the counties including policies and annual plans for the conservancies.
- Undertake the field work for water resource survey, assessment, and mapping in liaison with the GIS department for development of the conservancy WRM strategies and plans with community prioritization.
- Undertake technical and feasibility assessment of the community priorities for water infrastructure development and prepare comprehensive reports of the studies capturing legal aspects, hydrological and water resource analysis, environmental considerations, social and technical aspects etc.
- Undertake technical engineering survey, design work, BoQ’s development and all the necessary technical input with engineering reporting for the community priorities identified e.g., gravity and piped water projects, sand dams, water pans, rock catchments, boreholes, water treatment, desalination etc.
- With support from the WASH Manager undertake contract management for all the water projects developments across the NRT member community conservancies.
- Together with other technical departmental staff, undertake construction supervision for all the water development projects across the NRT member community conservancies to the highest professional standards and as maybe directed by the WASH Manager.
- With guidance from the WASH Manager, support the establishment and actualization of conservancy-based water governance models/structures to ensure sustainability of the water supplies established with links to the respective county governments and other development partners.
- Support all the conservancies to engage and coordinate all water projects including linkages to the county governments, fundraising, and following of the priorities in the WRM strategies.
- Support the establishment and strengthening of coordination and partnerships at the regional levels to enhance coordinated water developments that enhances the implementation of the conservancies WRM strategies.
- Support the engagement on registration of Conservancies as Water Resource Users Association (WRUA’s) and eventually oversee the transition with support from the NRT WASH Manager.
- Build capacity of the department technical staff on water supply engineering designs and all related skills for effective water development across the NRT member community conservancies. This to also include mentoring for registration with the relevant professional bodies.

PROCUREMENT OFFICER – CARBON PROJECT

Reporting to the Senior Procurement Officer, the Procurement Officer will be responsible for managing the procurement process for goods and services, from identifying organizational needs to vendor selection, negotiation, contracting and delivery. The role will also ensure that procurement activities are efficient, cost effective and in compliance with organizational policies and applicable statutory regulations.
Key roles/responsibilities:
- Ensuring strict compliance with the procurement policy and other donor requirements in procurement of works, goods and services (consultancy) ensuring value for money of all procurement transactions.
- Preparing and maintaining updated procurement plan.
- Maintaining updated list of prequalified suppliers/supplier data base (contacts, emails, directors, TCC, Bank details).
- Ensuring effective coordination, preparation and implementation of procurement plans.
- Receiving and reviewing conservancy requisitions and support conservancies to send out request for quotation (RFQs) to suppliers.
- Support conservancies with analyzing the quotations from suppliers and issue LPOs in compliance with the procurement policy.
- Following up with conservancies to ensure suppliers deliver the correct goods and services as per the LPO/Contract on timely basis.
- Ensuring that all procurement have comparison quotes/price analysis and justification/recommendation done based on pricing and prior costs in line with policy.
- Maintaining procurement files and tracking purchasing activity to ensure that purchases records are updated accordingly.
- Regularly updating the requesting conservancies on their status of their request for planning purposes in case of delays or when actuals are beyond the budget.
- Negotiating on the best deal on goods and services with vendors/suppliers.
- Training Staff/new staff on the Procurement policy guidelines.
- Offering secretarial support to the procurement team.
- Resolving any discrepancies with the suppliers’ statements and giving feedback on a monthly basis.

The Energy Officer will provide technical support to NRT to meet the increasing demands for operations for access of community conservancy members and households to sustainable energy as well as reducing costs, natural resource degradation and carbon footprint. This dedicated expertise and experience would provide continuity and enhance institutional knowledge in this technical area, mainstreaming energy as a cross-cutting issue across NRT’s work and community conservancies. The incumbent will typically report to the Director – Livelihoods.
Key roles/responsibilities:
- Oversee the implementation of the NRT energy strategy.
- Assess, identify, and analyze cost effective and appropriate sources of alternative energy for cooking, lighting, and powering in collaboration with community conservancies, communities, and other actors, including private sector, development agencies and governmental institutions.
- Undertake energy needs assessment for the conservancy households for the deployment of clean cooking options which could cover a wide range of cooking technologies and fuels not limited to improved biomass cookstoves, biogas, LPG, ethanol, pellets/briquettes, and solar.
- Undertake design and oversee the implementation of the desired energy projects within the community conservancies. This will include pilot energy projects for cooking, lighting, and powering, including renewable and clean energy, with a view towards enhancing self-reliance, education, health, and protection.
Ensure that minimum best practices are met to assure health and safety standards across all sustainable and clean energy technologies. - Build collaboration with partners, government, and private sector to catalyst all sustainable and clean energy initiatives. In this support coordination with government and other development partners to implement a robust and appropriate renewable energy strategy and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, and ensure safety.
- Support the monitoring and coordination of all sustainable energy activities.
- Work in a multi-functional team approach and work in close collaboration with livelihood team to ensure energy-based interventions are approached from a cross-sectoral perspective.
- Contribute to development of effective communication channels between all key stakeholders and promote the sharing of information on energy related activities.
- Stay informed of all governmental/national electrical/renewable developments to assure legal and advantageous energy incentives are explored.

REGIONAL RANGELANDS COORDINATORS – CARBON PROJECT

The Regional Rangelands Coordinator will be responsible for implementing planned grazing management and integrating traditional knowledge of grazing governance into the conservancy model. We are looking for a dedicated person with a minimum training degree in rangelands management or any other relevant area, and experience working with communities on grazing management.
Key roles/responsibilities:
Capacity building
- Undertaking capacity-building trainings and refresher targeting Grazing committees, Village based grazing committees, women, morans and other social groups in the community on relevant aspects of rangeland management, rangeland rehabilitation and rangeland governance.
- Organizing and coordinating community exposure tours to build knowledge of the grazing committee and community members rangeland management and rangeland governance.
- Promoting community engagement forums to improve awareness and understanding rangeland management.
- Provide direct Mentorship and guidance to rangeland coordinators through organizing regular forums, workshops, seminars and short courses.
Program management and reporting
- Technically guiding conservancy rangeland coordinators in developing and implementing annual and quarterly work plans.
- Overseeing effective implementation of conservancies planned activities and programs.
- Attending respective conservancy grazing committee meetings and facilitate appropriately.
- Organizing forums and cultivating good relationship with the neighboring conservancies.
- Consolidate and submit rangelands biannual and annual report.
- Ensure timely reporting by the rangeland coordinators on monthly, basis.
- Ensure coordinated grazing plan and livestock movement management across the landscape.
Monitoring
- Conducting vegetation monitoring twice a year that is transect set up, data collection and analysis.

INFRASTRUCTURE ENGINEER/OFFICER – CARBON PROJECT

Reporting to the Senior Infrastructure Officer, the Infrastructure Engineer/Officer will be responsible for designing, implementing, managing and maintaining different infrastructure and building projects within the NRT landscape. This role involves working with other infrastructure team to ensure smooth implementation of projects. The infrastructure engineer/officer will collaborate with cross-functional teams to ensure all the infrastructure projects meet the organizational standards and requirements and complies with the statutory requirements.
Key roles/responsibilities:
- Preparing Architectural drawings for various projects and liaising with relevant authorities.
- Preparing bill of quantities (BOQ) and bill of materials (BOM) for various projects.
- Supporting project compliance (NEMA, WARMA, EIAs and plan approvals, public health and physical planning.
- Ensuing all Project documents are properly filled in respective folders.
- Assisting in preparations of Bills of quantities (BOQ) and bills of materials (BOM) and designs.
- Assisting in Preparing Architectural drawings for various projects and liaison with respective counties officials for physical planning approval (NEMA, WARMA, EIAs and plan approvals) .
- Undertaking Periodic visits to project sites to ensure high quality works.
- Preparing work certification for payment consideration and completion certificate.

The Monitoring & Evaluation Officer will be responsible for developing, implementing and managing monitoring and evaluation systems to track the performance and impact of organizational programs and projects. The role involves collecting, analysing and reporting data to asses whether objectives are being met to guide decision-making.
Key roles/responsibilities:
- Overall responsibility for the monitoring strategies, policies, systems and programmes and their successful implementation.
- Regularly monitor and track carbon-related activities and projects implemented within NRT conservancies.
- Provide technical support to each of the programmes to monitor and evaluate the defined objectives and specific success indicators and targets.
- Design monitoring tools (surveys, focus groups etc.) and take lead in conducting baseline research and analysis.
- Contribute to M&E methodologies and approaches in collaboration with the programmes heads and other stakeholders;
- Oversee the collection of data related to carbon sequestration, emissions reduction, and other relevant metrics using appropriate methodologies.
- Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes.
- Ensure the quality and accuracy of data collected by implementing robust quality assurance and quality control measures.
- Provide training and capacity-building support to field staff and partners on M&E methodologies, data collection techniques, and reporting standards.

COMMUNITY LIAISON OFFICER – CARBON PROJECT

Reporting to the Rangelands and Carbon Program Governance Lead, the Carbon Project Community Liaison Officer will be rresponsible for the day-to-day liaison & community engagement/communications for the Carbon project in each sphere of responsibility and shall perform, inter alia, the following duties & responsibilities:
Key roles/responsibilities:
- Manage local stakeholder relationships through regular contact with local communities and their representatives.
- Undertake active community engagement in order to obtain and sustain the social license and enable smooth implementation of operations.
- Facilitate the smooth liaison between staff and contractors, etc., by maintaining regular contact & networking with primary communities & other key stakeholders.
- Develop and maintain close networks with local and county leadership; Liaise with relevant local, and county authorities to ensure good stakeholder relationships.
- Set up & organize meetings with key stakeholders & / or with any other agencies or person if so requested, including organizing meeting spaces.
- Maintain detailed & accurate record of meetings including agendas, meeting minutes, follow up / action points, details of meeting held or cancelled should also be maintained.
- Ensure that communities are kept abreast of the project developments & communication channels remain open with the communities.
- Actively seek feedback from the community and advise the organization on community views on various issues and any changing trends within the community that may affect operations.
- Respond to community concerns by ensuring that they are brought to the attention of the Rangelands and Carbon Program Governance Leads.
- Assist in the identification of potential implementation problems & bottlenecks about both community & County government relationships.
- Develop and sustain an effective two-way communication network between the Carbon project and Conservancy boards.
- Gather information on social impact of carbon project operations on immediate communities and consult internally and with community leadership on mitigation measures.
- Carry out sensitization campaigns to educate the local communities on the carbon project’s activities on the ground.
- Report to the Carbon Project Governance Lead regularly on community issues & the project’s performance in relation to those issues.
- Consult with local stakeholders and Conservancy board members regarding Community Carbon Funds’ Projects and their implementation.
- Forward questions about the project from community leaders & residents to appropriate project and NRT and government authorities.
- Communicate community concerns to the Carbon Project Governance Lead & act as a liaison assistant to ensure that Conservancy leaders & other community leaders communicate agreements on the project to their community constituents.
- Monitor interaction between sub/Contractors, locally employed persons and local communities and report any impropriety or Concern to the Carbon Project Governance Lead.
- Attend project Communities team meetings as required.
