DEPARTMENT OF FINANCE, ECONOMIC PLANNING AND INVESTMENT

AGENCY NAM: KAKAMEGA COUNTY REVENUE AGENCY (KCRA)

POSITION: SENIOR REVENUE OFFICERS – JOB GROUP CPSB 08/‘L’ (13 POSTS)

Basic Salary Scale: Kshs. 41,770 x 1,910 – 43,680 x 2,000 – 45,680 x 2,100 – 47,780 x 2,170 – 49,950 x 2,550– 52,500 x 2,650 – 55,150 x 2,750 – 57,900 p.m.

Terms of Service: Permanent and Pensionable

An Officer at this level will report to the Chief Revenue Administrator, Kakamega County Revenue Agency.

Duties and Responsibilities
i. Heading the Revenue Unit of the Kakamega County Revenue Agency at the Sub County Level;
ii. Ensuring planning, directing, coordinating, supervising the Unit’s areas of control;
iii. Managing the training and development function of the Unit;
iv. Undertaking adhoc assignments relating to revenue services;
v. Preparing activity-based budgeting, procurement plan, management reports and final Revenue collections on timely basis;
vi. Ensuring safe custody of Kakamega County Revenue Agency assets and records;
vii. Banking revenue cheques credited to Kakamega County Revenue Agency;
viii. Managing revenue staff performance in line with set policies and procedures;
ix. Providing professional leadership and guidance to revenue collectors; and
x. Performing any other lawful duties that may be assigned from time to time.

Requirements for appointment
For appointment to this grade, one must;
i. Be a Kenyan citizen;
ii. Have a Bachelor’s Degree in Commerce (Accounting or Finance option), Business Administration
(Accounting or Finance option) from a recognized institution or any other relevant qualification
adjudged to be its equivalent from an approved institution;
iii. Have passed part II of Certified Public Accountants (CPA) Examination or its approved equivalent.
iv. Relevant working experience of at least five (5) years in a comparable position in Public or private
sector;

v. Certificate in Computer Applications;
vi. Shown merit and ability as reflected in work performance and results; and
vii. Be able to work under pressure with minimal supervision.

POSITION: REVENUE OFFICERS – JOB GROUP CPSB 09/‘K’ (26 POSTS)

Basic Salary Scale: Kshs. 37,070 x 1,470 – 38,540 x 1,520 – 40,060 x 1,710 – 41,770 x 1,910 – 43,680 x 2,000– 45,680 x 2,100 – 47,780 x 2,170 – 49,950 pm.

Terms of Service: Permanent and Pensionable

An Officer at this level will report to the Senior Revenue Officer at the Sub County Level.

Duties and Responsibilities
i. Heading the Revenue Unit of the Kakamega County Revenue Agency at the Ward Level;
ii. Ensuring planning, directing, coordinating, supervising the Unit’s areas of control;
iii. Managing the training and development function of the Unit;
iv. Undertaking adhoc assignments relating to revenue services;

vi. Ensuring safe custody of Kakamega County Revenue Agency assets and records;
vii. Banking revenue cheques credited to Kakamega County Revenue Agency;
viii. Supervising revenue staff/interns performance in line with set policies and procedures;
ix. Providing professional leadership and guidance to revenue collectors; and
x. Performing any other lawful duties that may be assigned from time to time.

Requirements for appointment

For appointment to this grade, one must:
i. Be a Kenyan citizen;
ii. Have a Bachelor’s Degree in Commerce (Accounting or Finance option), Business Administration
(Accounting or Finance option) from a recognized institution or any other relevant qualification
adjudged to be its equivalent from an approved institution;

POSITION: REVENUE CLERK III – JOB GROUP CPSB 13/‘F’ (14 POSTS)

Basic Salary: Kshs. 16,890×680 -17,570×700 – 18,270×780 – 19,050×800 – 19,850×950 – 20,800 p.m.
Terms of Service: Three (3) years renewable contract, subject to agreed performance levels.

Duties and Responsibilities
i. An officer at this level will be reporting to Revenue Officer
ii. Specific duties and responsibilities will entail: –

iii. Collecting revenue from all revenue streams using cashless mode of revenue collection;
iv. Preparing daily report on individual collection;
v. Checking and enforcing the cashless payment system;
vi. Reporting incidents and obstacles that may hinder smooth collection of revenue;
vii. Creating awareness to traders on the cashless mode of revenue collection;
viii. Ensuring safe custody of Kakamega County Revenue Agency assets and records;
ix. Guiding motorists on registration and payment of parking fees via Cashless system;
x. Preparing invoices and ensuring that traders make payments as per the Kakamega County
xi. Finance Acts; and
xii. Engaging and building good relationship with traders and creating a positive image of the County
Government of Kakamega.

Requirements for appointment

For appointment to this grade, a candidate must: –
i. Be a Kenyan Citizen;
ii. Be a resident of Kakamega County;
iii. Kenya Certificate of Secondary Education, mean grade C (Plain) or its approved equivalent;
iv. Certificate in Computer Applications;
v. Relevant working experience in revenue or routine clerical work will be an added advantage;
vi. Good interpersonal skills; and
vii. Ability to work under pressure with minimal supervision.
