MEMBER OF THE INDEPENDENT NEGOTIATION AND EVALUATION COMMITTEE
In accordance with Regulation 17 of the Public Service Commission (Performance Management) Regulations, 2021, the Public Service Commission cordially invites suitably qualified individuals to apply for the position of Member of the Independent Negotiation and Evaluation Committee for performance contracting. The Committee members will serve on a part-time basis for a maximum tenure of three years and may be considered for reappointment for an additional three-year term based on satisfactory performance.

REQUIREMENTS FOR APPOINTMENT
Applicants must meet the following criteria to be eligible for appointment as a member of the Committee:
a. Hold a minimum of a bachelor’s degree from a recognized university in Kenya.
b. Possess at least 15 years of professional experience in a relevant field.
c. Have served in a top management position in a relevant field for a minimum of 5 years.
d. Demonstrate knowledge of national development goals.
e. Possess experience in performance management.
f. Satisfy the requirements of Chapter Six of the Constitution (on leadership and integrity).
DUTIES AND RESPONSIBILITIES
The Committee will be responsible for the following tasks:
a) Negotiating performance contracts with public bodies.
b) Ensuring alignment of performance targets and indicators of public bodies with the strategic plan.
c) Verifying that the performance targets of public bodies correspond with the performance indicators outlined in the strategic plan.
d) Ensuring that the public bodies’ indicators are focused on results that benefit citizens.
e) Conducting mid-year performance reviews of public bodies.
f) Evaluating the performance of public bodies.
g) Monitoring news coverage and tracking public perceptions of Government policies and initiatives.
h) Collaborating with other Government agencies and departments to coordinate messaging and ensure consistent communication.
i) Advising Government officials and decision-makers on public relations and media strategies.
