Senior ICT Officer, Grade 5 (Ref. 03/2024)

Duties and Responsibilities:

The Senior ICT Officer will report to the Principal ICT Officer and will be responsible for developing the institution’s information security framework and ensuring cyber security. This includes designing and enforcing policies to protect the institution’s computing infrastructure from security breaches.

Specific Duties Include:

  1. Monitoring information systems operations and recommending improvements for efficiency and quality.
  2. Monitoring and analyzing intrusion detection systems (IDS) to identify security issues.
  3. Managing day-to-day support for infrastructure, network components, firewalls, VPN, and endpoint solutions.
  4. Developing, implementing, and maintaining data centers and data processing platforms.
  5. Defining, analyzing, and periodically reviewing the cyber security strategy, addressing identified risks.
  6. Documenting characteristics of security incidents and defining impact levels.
  7. Implementing corrective actions for security weaknesses or incidents.
  8. Coordinating periodic security assessments for projects and devising remedies.
  9. Conducting research on new security developments and sensitizing staff on updates.
  10. Implementing high availability and disaster recovery strategies as part of Business Continuity and Disaster Recovery Planning.
  11. Coordinating procedures to ensure information system safety and protection from unauthorized access or destruction.
  12. Managing computer security incident response activities, including investigations and reporting.
  13. Coordinating periodic and on-demand system audits and vulnerability assessments.
  14. Planning and executing incident management and forensics tasks, including malware detection and reverse engineering.
  15. Staying updated on ICT industry trends to enhance ICT service delivery.

Person Specifications:

  • Minimum of three years as an ICT Officer I in the public service or a similar position in the private sector.
  • Bachelor’s degree in Computer Science, Information Communication Technology, Business Information Technology, Electronics, Electrical Engineering, or equivalent from a recognized university.
  • Membership in a relevant professional body.
  • Certification in networking (CCNA, CCNP, CompTIA Network+).
  • Competency in security tools (Firewalls, Intrusion Prevention Systems, Antivirus, etc.).
  • Knowledge of Virtualization Technologies (VMWare, Hyper-V, Red Hat Virtualization).
  • Added advantage for certifications in Certified Ethical Hacker (CEH), Certified Information Security Manager (CISM), or Pen Testing.

ICT Officer II, Grade 7 (Ref. 04/2024)

The ICT Officer II will report to the Senior ICT Officer and will be responsible for ensuring efficient and effective ICT services within the institution.

Duties and Responsibilities:

  1. Installing and maintaining computer systems.
  2. Configuring Local Area Network (LAN) and Wide Area Network (WAN).
  3. Developing, updating, and analyzing application systems.
  4. Designing and programming specifications in collaboration with users.
  5. Repairing and maintaining ICT equipment and peripherals.
  6. Drawing up hardware specifications for ICT equipment.
  7. Configuring new communication technology equipment.
  8. Installing, configuring, updating, and supporting computer hardware, endpoint security, software, utilities, operating systems, and applications.
  9. Maintaining and managing user authentication information for security.
  10. Training end-users on ICT infrastructure, systems, and software use.
  11. Implementing cybersecurity and data privacy controls and monitoring their effectiveness.
  12. Conducting data backups and disaster recovery activities.
  13. Analyzing, designing, coding, testing, and implementing computer programs.

Person Specifications:

  • Bachelor’s degree in Computer Science, Information Communication Technology, Business Information Technology, Electronics, Electrical Engineering, or an equivalent qualification from a recognized university.
  • Internationally recognized IT certifications in areas such as computer networking, databases, information systems, cloud technologies, security, or IT governance are an added advantage.

Accountant II, Grade 7 (Ref. 05/2024)

The Accountant II will report to the Senior Accountant and is responsible for ensuring efficient, effective, and prudent financial management within the institution, adhering to the Public Finance Management Act, Public Audit Act, Public Procurement and Disposal Act, International Public Sector Accounting Standards, International Financial Reporting Standards, and other regulations.

Duties and Responsibilities:

  1. Preparing and verifying vouchers in compliance with established rules and regulations, including primary data entry and routine accounting tasks like balancing cashbooks, imprests, and advances ledgers.
  2. Managing the safe custody of records and assets.

Person Specifications:

  • Bachelor’s degree in Commerce (Accounting or Finance), Business Administration (Accounting), or equivalent from a recognized institution; OR
  • Completion of Part II of the Certified Public Accountants (CPA) Examination or an equivalent qualification

Executive Secretary, Grade 5 (Ref. 06/2024)

The Executive Secretary will report to the Principal Administration Officer and is responsible for providing effective and efficient office administrative and managerial support to the institution.

Duties and Responsibilities:

  1. Managing the Chief Executive’s diary, including meetings and itinerary.
  2. Operating office machines.
  3. Processing data.
  4. Attending to visitors.
  5. Handling telephone calls and appointments.
  6. Ensuring the security of office records, equipment, and documents, including classified materials.
  7. Preparing responses to routine correspondence.
  8. Guiding and supervising junior secretarial staff.

Person Specifications:

  • Minimum of three years in a middle management position in secretarial services or a comparable role in the public or private sector.
  • Bachelor’s degree in Secretarial Studies, Business and Office Management, or equivalent qualification from a recognized university; OR
    Kenya National Examination Council certifications in:
    • Shorthand III (120 w.p.m.)
    • Typewriting III (50 w.p.m.)
    • Business English III/Communication II
    • Commerce II
    • Office Management II/Office Administration and Management III
    • Secretarial Duties II
