4 Vacancies Open At KMFRI

Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Mining, Blue Economy and Maritime Affairs,   State Department for Blue Economy and Fisheries, was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology and Innovation Act No.28 of 2013.

KMFRI’s mandate is to undertake research in “marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography”, in order to provide scientific data and information for sustainable development of the Blue Economy. The Institute is also mandated to cooperate with other organizations and institutions of higher learning in training programmes and on matters of relevant research.

The Institute has Research Centers and Stations located at Mombasa, Kisumu, Naivasha, Baringo, Kegati, Sangoro, Sagana, Turkana, Mutonga, Shimoni, a research substation at Gazi and the Nairobi liaison office.

KMFRI is seeking to recruit externally self-motivated professionals who are team players to fill the following vacant positions within her approved staff establishment:

1. KMF/1. Principal Resource Mobilization Officer (KMFRI GRADE 5) – POST(S)– ONE  (1) 

(a) Remuneration & Benefits

  1. Basic Salary Scale: KShs. 116,410 – KShs. 151,334 P.M.;
  2. House Allowance: KShs. 35,000 P.M. 
  3. Commuter Allowance: KShs. 8,000 P.M. 
  4. Annual Leave Allowance: KShs. 6,000 P.A. 
  5. Medical Cover & Other Allowances: As provided by KMFRI 
  6. Terms of Service: Permanent & Pensionable

(b) Duties and responsibilities of the officer entail:-

  1. Providing input in the development and implementation of mobilization policies and strategies for sourcing of funds from individuals, bilateral, multi-lateral and private organizations;
  2. Identifying and mapping out potential areas of resource mobilization;
  3. Identifying, analyzing and documenting fundraising gaps in the Institute;
  4. Formulating and reviewing of fundraising tools for the Institute to ensure uniformity and shared vision;
  5. Formulating multi-disciplinary projects and program proposals for resource mobilization to support Institute;
  6. Identifying and biding to win marine and fisheries allied natural resources-based consultancies to grow the Institute resource base;
  7. Coordinating partnerships and cooperation with other research organizations and institutions of higher learning in joint research and training through Memorandum of Understandings;
  8. Developing joint work plans and activities with collaborators for active Memorandum of Understandings;
  9. Ensuring effective maintenance and updating of records of partners’ support;
  10. Reviewing and analyzing the partnership database for policy decisions;
  11. Coordinating the development and execution of work plans, budgets and progress reports in Department;
  12. Ensuring quality assurance and effective aid utilization for realized donor projects;
  13. Training, mentoring scientists and students on attachment in resource mobilization for improved resources and career progression;
  14. Conducting intelligence analysis of donor policies, practices and consultancy opportunities for timely response;
  15. Providing quality assurance for ongoing donor projects to ensure compliance with anticipated outputs and objectives;
  16. Marketing and participating in lobby forums to enhance Institutes’ visibility;
  17. Coordinating teams responding to calls for Letter of Interest (LoI), Concept Notes and Proposals on websites, newspapers and institutions to ensure responses are relayed in a timely manner; and
  18. Participating in key internal forums to internalize Research and Development needs and debates to inform fundraising concepts and proposals.

(c) Requirements for Appointment/Person Specifications

For appointment to this grade, an officer must have: –

  1. At least six (6) years relevant work experience, three (3) of which must have been as a Senior Resource Mobilization & Partnership Development Officer or equivalent position in the public or private sector;
  2. Master’s Degree in Commerce, Project Management, Corporate Communication / Public Relations, Community Development, Natural Sciences, Social Sciences or its equivalent qualification from a recognized university;
  3. Bachelor’s Degree in Commerce, Project Management, Corporate Communication / Public Relations, Community Development, Natural Sciences, Social Sciences or its equivalent qualification from a recognized university;
  4. Minimum K.C.S.E C+ (Plus) or its equivalent;
  5. Certificate in Negotiation or Persuasion Skills Course lasting not less than    two (2) weeks from a recognized institution;
  6. Certificate in Resource Mobilization course lasting not less than two (2) weeks from a recognized institution;
  7. Supervisory Course lasting not less than two (2) weeks from a recognized institution;
  8. Demonstrated good results work performance;
  9. Proficiency in computer applications; and
  10. Fulfill the requirements of Chapter Six of the Constitution.

(d) Key competencies and Skills

2. KMF/.2 Senior ICT Officer (ERP Software Consultant)  – KMFRI Grade 6 (1 Post) 

(a) Remuneration & Benefits

  1. Basic Salary Scale: KShs. 87,098 – KShs. 113,228 P.M.;
  2. House Allowance: KShs. 28,000 P.M. 
  3. Commuter Allowance: KShs. 8,000 P.M. 
  4. Annual Leave Allowance: KShs. 6,000 P.A. 
  5. Medical Cover & Other Allowances: As provided by KMFRI 
  6. Terms of Service: Temporary Appointment (12 Months)

(b) Duties and responsibilities of the officer entail;

  1. Dynamics 365 Business Central Developer, will provide objective advice, expertise and specialist skills in Microsoft Dynamics and will be responsible for delivering innovative solutions using cutting edge technology;
  2. Work closely with user departments to understand their business processes, requirements and key objectives.
  3. Document detailed design and technical specifications to set the stage for solid delivery.
  4. Design and develop business solutions within Dynamics Business Central in liaison with the external service provider.
  5. Provide integration development to external systems and provide development.
  6. Support services for the systems that have been deployed (AppSource).
  7. Adhere to the design and implementation of development best practices.
  8. Any other duty assigned by the supervisor.

(c) Requirements for Appointment/Person Specifications

  1. A minimum of an undergraduate with a Computer Science degree or IT-related.
  2. Have expert knowledge (5 years+) in both Dynamics 365 Business Central and previous NAV releases.
  3. Demonstrable experience leading consulting engagements with strong stakeholder management and customer-focused approach.
  4. Full understanding of Dynamics 365 AL and C/side.
  5. Experience with the Microsoft Cloud and Power Platform is desirable.
  6. Knowledge of Azure development and services is desirable.
  7. Requiring a flexible individual who may be needed to work beyond the official working hours, including weekends.
  8. There may also be occasional travel to the field offices.

(d) Key Competencies and skills

3. KMF/.3 – Senior ICT Officer (ERP Functional Consultant) – KMFRI Grade 6 (1 Post) 

(a) Remuneration & Benefits

  2. House Allowance: KShs. 28,000 P.M. 
  3. Commuter Allowance: KShs. 8,000 P.M.

(b) Duties and responsibilities of the officer entail;

  1. In Liaison and approval of the relevant operational departments the functional consultant will perform the following responsibilities;
  2. Lead the process of requirements gathering by undertaking an in-depth business process analysis, definition and documentation of the business requirements for the operational departments.
  3. Carry out integration designs for non-standard customizations with core functionalities.
  4. In liaison with the vendors review the data migration templates and support the users in completing the required data.
  5. Carry out independent system quality tests.
  6. Overall project management such as development of the project deliverables, change management reports, meetings coordination, vendor invoicing, and project closure.
  7. Coordinate the resolution of pending issues with the external service provider and finalization of user manuals.
  8. Any other duty assigned by the supervisor.

(c) Requirements for Appointment/Person Specifications

  1. A minimum of an undergraduate with a business-related degree or IT.
  2. Specialization in Microsoft Dynamics 365 Business Central will be advantageous.
  3. A minimum of 5 years’ experience as an ERP Functional consultant for nonprofit organizations will be a plus.
  4. Extensive knowledge of business processes & ERP implementation process is key.
  5. Exceptional interpersonal, collaboration, and communication skills.
  6. Experience in Microsoft Power BI and integration with core ERP
  7. Superb problem-solving and analytical abilities.
  8. Excellent time management and organizational skills.
  9. Requiring a flexible individual who may be needed to work beyond the official working hours, including weekends.

4. KMF/4. Risk Management and Quality Assurance Officer (KMFRI GRADE 7) – POST(S)– ONE  (1) 

(a) Remuneration & Benefits

  1. Basic Salary Scale: KShs. 61,394 – KShs. 79,812 P.M.
  2. House Allowance: KShs. 28,000 P.M.
  3. Commuter Allowance: KShs 6,000 P.M.
  4. Annual Leave Allowance: KShs 6,000 P.A.

(b) Duties and responsibilities of the officer entail;

  1. Implementing of quality assurance and risk management strategies, policies and procedures to ensure achievement of objectives;
  2. Carrying out risk assessments for various processes in the Institute;
  3. Champion monthly review of controls and report on effectiveness of the controls;
  4. Monitoring adherence to quality systems and comply with brand standards, governmental controls and ISO quality standards and maintaining requisite documents;
  5. Implementing Quality Systems;
  6. To ensure that only products that meet the company’s quality standards are produced and delivered to customers;
  7. Providing timely feedback on potential quality deviation and providing support for rectification of anomaly;
  8. Assist to roll-out risk awareness initiatives;
  9. Obtain and consolidate the various risk and compliance reports from the various departments/units to ensure proper documentation;
  10. Updating Directorate/Departmental and corporate risk registers;
  11. Assist with administrative aspects of the risk and compliance unit;
  12. Work with external parties to investigate and provide evidence where a breach of controls has been identified;
  13. Develop and monitor due diligence procedures and KYC documentation that will be used for on boarding of business partners;
  14. Defining quality procedures in conjunction with operational and technical staff, 
  15. Maintaining controls and documentation procedures and policies;
  16. Implementing annual quality assurance and enterprise risk management plan; 
  17. Carrying out quarterly routine awareness programs to management on risk management;
  18. Carrying out quarterly audits to ensure compliance with ISO procedures; 
  19. Conducting and scheduling effective training for staff in regard to quality management systems and risk management; 
  20. Preparing of reports for each quality assurance and risk management assignment to risk/process owners; and
  21. Monitoring implementation of agreed risk management mitigation measures with risk/process owners. 

(c) Requirements for Appointment/Person Specifications

For appointment to this grade, a candidate must have: –

  1. Bachelor’s degree in Social Science such as Finance, Economics, Information Technology, Business Information Technology, Statistics, Business Studies, Project Management, Social Sciences, Natural Sciences or its equivalent qualification from a recognized institution; 
  2. Professional certification in risk management;
  3. Proficient in computer applications; 
  4. Meets the requirements of Chapter 6 of the Constitution; 
  5. Experience in designing, documenting and implementing risk management systems;
  6. Ability to analyse data and identify trends and patterns; 
  7. Ability to adhere to a code of ethical conduct; and
  8. Attention to detail.

(d) Key Competencies and skills

  1. Knowledge of different quality management systems eg. ISO Standards 9001 & 17025;
  2. Good problem-solving skills;
  3. Proven ability to manage multiple tasks simultaneously;
  4. Risk assessment skills;
  5. Compliance management;
