The report, compiled by Cunningham Swan Carty Little & Bonham LLP, cited twenty-five instances of MacKenzie violating the township’s code of conduct during the spring. The mayor was found guilty of acting in a “dishonest, false, and misleading” way and of making threats and displaying aggressive behaviour towards a complainant.

Deputy mayor Lori Hoddinott noted that the council initially attempted to address the mayor’s actions internally but was eventually forced to request an integrity investigation.
