IPOA investigating officers filmed assaulting Multimedia University student

The Independent Policing Oversight Authority (IPOA) has initiated investigations against police officers filmed assaulting Multi Media University student on Tuesday, September 17, 2024.

In a statement on Wednesday, September 18, 2024, IPOA said it has dispatched a rapid response team to the institution to establish the veracity of a video clip widely shared on social media, depicting a youth being assaulted by police officers.

“The Independent Policing Oversight Authority yesterday, Tuesday, September 17, 2024, instituted investigations following demonstrations by students at Multi Media University where initial reports indicate learners were injured. A Rapid Response Team was dispatched to the varsity and among other instructions, to establish the veracity of a video clip widely shared on social media, depicting a youth being assaulted by police officers,” IPOA stated.

The police watchdog says it has established the identity of one student who sustained a fracture in his foot.

According to the police watchdog, police lobbed a teargas canister into a girls’ hostel which exploded and caused a fire. The fire was later put off by university staff.

“Upon conclusion of the investigation, IPOA will recommend action, including but not limited to prosecution of officers if culpability is established. IPOA reiterates that members of the National Police Service (NPS) should discharge their mandate professionally and responsibly in accordance with Article 244 of the Constitution,” the statement added.

IPOA warning

The authority has warned that police officers should always attempt to use non-violent means first proportional to the objective to be achieved, the seriousness of the offence, and the resistance of the person against whom it is used.

“When the use of force results in injuries the police officers present shall provide medical assistance immediately and unless there are good reasons, failing to do so is a criminal offence,” IPOA stated.

“A police officer who uses any form of force shall immediately, report to his or her superior. Any use of force that leads to death, serious injury and other grave consequences shall be reported immediately to the Independent Policing Oversight Authority.”

IPOA says it is a disciplinary offence for a police officer to fail to report to his superiors using force.

“A Police officer in uniform shall at all times affix a nametag or identifiable Service number in a clearly visible part of the uniform. Following the orders of a superior is no excuse for unlawful use of force,” IPOA added.
