Baby P’s mother back in prison for licence breach

Tracey Connelly, known as Baby P’s mother, is back in prison for breaching her licence conditions. Connelly was released in July 2022 after the Parole Board assessed her as suitable for release. Justice Secretary Shabana Mahmood authorised her recall to prison.

Connelly was initially jailed in 2009 for causing or allowing the death of her 17-month-old son, Peter, at their Tottenham home on 3 August 2007. Peter, who sustained over 50 injuries, including fractured ribs and a broken back, was referred to as Baby P during her trial at the Old Bailey. The case drew public outrage, as Peter was on the at-risk register and had 60 visits from social workers, police, and health professionals over eight months.

In March 2022, the Parole Board deemed Connelly a low risk of reoffending, with support from probation officers and prison officials. An appeal against this decision by then-Justice Secretary Dominic Raab was rejected. Connelly’s previous bids for release in 2015, 2017, and 2019 were denied.

Connelly, in her 40s, received an indefinite prison sentence with a minimum term of five years in 2009. She was released on licence in 2013 but recalled in 2015 for breaching parole conditions. She will need to face the Parole Board again for potential re-release.

Upon her release in 2022, Connelly faced numerous restrictions, including living at a specified address, being supervised by probation, wearing an electronic tag, observing a curfew, and disclosing her relationships. Her internet and phone use were monitored, and she was barred from certain locations to avoid contact with victims and protect children.

A spokesperson for the Prison and Probation Service stated on Tuesday that offenders on licence face strict conditions and are recalled to prison if they breach these rules. The specific licence condition Connelly breached remains unclear.

Steven Barker, her boyfriend, and his brother, Jason Owen, were also convicted and imprisoned in connection with Peter’s death.
