Palladium Hiring HIV Program Specialist- Epidemiology

The HIV program specialist will provide technical advisory and thought leadership on data related activities within the project, supporting HIV case surveillance and other statistical activities. This position is complementary to the HIV program data, information generation and use processes within Palladium. At the program level, s/he will be join the project’s epidemiology and statistics practice and provide technical advice on HIV program, manage complex program-level epidemiology and data analytics initiatives conduct advanced statistical analytics and scientific writing collaborations involving external stakeholders at national and county levels.

Reporting and Supervision:
Reporting to the Program Director the HIV Program Specialist will be embedded with all teams within the KenyaHMIS project.

Primary Duties and Responsibilities: 

  • Provide technical assistance and advisory services to the project’s analysts on the HIV program, specifically guiding on techniques and approaches for leveraging diverse data sources in investigating and presenting gaps in HIV programming based on data in the National data warehouse. S(he) will participate in, and coordinate activities related to public health epidemiology, modelling, data analytics and program evaluation that will be assigned to him/her. S/he will maintain current implementation science related activities while at the same time setting up new evaluation/implementation science activities to better review and evaluate the HIV/TB response in Kenya using existing data from individual data systems.
  • S/he will provide direct guidance and technical assistance to stakeholders including Ministry of Health (MoH) and United States Government (USG) staff affiliated with implementation science, data modelling activities related to the KEHMIS project. S(he) will coordinate the development of required non research determination/research protocols for the KEHMIS project as well as provide technical assistance to stakeholders leveraging individual data systems on appropriate data-related activities for monitoring the HIV/AIDS epidemic in consultation with the project DDIU/project leads.
  • Responsible for the development and implementation of public health implementation research and supporting case surveillance activities. Responsibilities will include conceptualization of HIV case surveillance initiatives, program implementation, science protocol development, solicitation of funding, workplan development, technical assistance on surveillance activities, ensuring protocol adherence and scientific standards are maintained, maintain data quality, and publication of study findings. Ensure data collection and management is timely, accurate, and complete.
  • Originate data analytics projects, coordinate and analyse data from existing electronic platforms. S(he) will produce epidemic/program reports and abstracts, manuscripts, presentations, etc. to be presented at conferences or submitted for publication in peer-reviewed journals.
  • Provide Technical Assistance (TA) to inform design of HIV data collection tools to be embedded in digital health systems, develop information products from individual-level data systems maturing them into epidemiologically sound outputs. The TA will cover the entire continuum of individual-level data management life cycle relating to HIV program: collection, transmission, collation, analysis, and interpretation.
  • Work with the Ministry of Health (MoH) and other partners on deeper interrogation, analysis, and triangulation of existing evaluation, research, and program data (electronic or otherwise) to better inform disease control efforts.
  • Assessment, supervision, activity participation, and conference attendance as necessary and represent the project at national and international conferences and meetings.  S/he will produce training material for public health evaluation and operational research and facilitate stakeholder training.

Required Qualifications:

  • Advanced degree (master’s degree or above) in public health, epidemiology, statistics, health systems or related field.
  • Demonstrated experience and understanding of the structure and functions of Kenya’s HIV epidemic response.
  • 5+ years of experience managing public health research/evaluation activities, preferably related to HIV/TB.
  • Must be published with evidence of at least 10 publications in high impact peer reviewed journals, the candidate must be the first author in at least 4 of the publications.
  • Must have submitted and presented in at least 2 international conferences in the last 5 years.
  • Demonstrated research experience in pure research setting or implementation science setting is an added advantage.
  • Demonstrated experience serving as a principal investigator (PI) or co-PI for a research grant.
  • Demonstrated technical knowledge of epidemiology, statistical analysis, and public health relevant to the HIV and TB epidemic.
  • Demonstrated ability to lead multidisciplinary, multicultural teams, and monitor efforts.
  • Demonstrated ability to engage and work with stakeholders at all system levels.
  • Excellent technical writing, management, and organizational skills.
  • Demonstrated computer skills in MS Office, and statistical analysis software such as SAS, STATA, R, SPSS, or PYTHON, working knowledge of GIS software/applications and machine learning.
  • Familiarity with datasets used in the National Data Warehouse is an added advantage.
  • Fluency in English language.
