Canada’s foreign worker program faces overhaul amid UN slavery claims

Canada’s temporary foreign worker program requires significant reform, according to the country’s immigration minister. This follows a critical UN report labelling the program as a hotspot for modern slavery. The program, designed to address labour shortages by bringing in non-Canadians for temporary work, has expanded rapidly, facing accusations of wage suppression and worker abuse.

Immigration Minister Marc Miller highlighted the need for a thorough review of the low-wage temporary foreign worker stream, which saw a sharp increase from 15,817 workers in 2016 to 83,654 in 2023. This growth was largely due to 2022 expansions allowing a greater proportion of low-wage temporary foreign workers in employers’ workforces and lifting restrictions on hiring in certain low-wage occupations in areas with high unemployment.

Labour Minister Randy Boissonnault may halt processing within the low-wage stream if abuse continues, according to labour ministry spokesperson Mathis Denis. Economist Mike Moffatt from the Smart Prosperity Institute argued that even without abuse, the low-wage stream inherently suppresses wages and suggested ending it altogether.

A recent report by the United Nations Special Rapporteur on contemporary forms of slavery criticised the program for fostering conditions akin to modern slavery. Issues such as underpayment, wage theft, and various forms of abuse were highlighted, alongside difficulties in accessing healthcare. The report recommended creating pathways to permanent residence to reduce workers’ vulnerability.

Miller described the slavery label as “inflammatory” but acknowledged the existence of abuses. He emphasised that it is unjust to equate all employers with slave owners, particularly those treating their workers fairly.

Earlier this month, Miller mentioned that Canada plans to introduce measures to decrease temporary immigration amidst a worsening housing crisis and growing anti-immigrant sentiment.
