China-based autonomous driving startup WeRide has secured approval from California to test its driverless vehicles with passengers. The state’s utility regulator issued the permit, which allows testing with and without drivers. The California Public Utilities Commission granted the three-year permit earlier this month. WeRide can now transport passengers in test vehicles but cannot offer rides to the general public or charge fares. The company, operating 12 active vehicles, will conduct its tests in San Jose and nearby areas, according to a CPUC statement.
Commercializing robotaxis in the U.S. has proven difficult due to regulatory challenges, resistance from city agencies, and public concerns. Alphabet’s Waymo, with around 700 vehicles, remains the sole U.S. firm operating fare-collecting, uncrewed robotaxis. General Motors’ Cruise resumed testing with safety drivers in April after an incident involving a pedestrian last year.
