The County Government of Turkana is seeking dynamic, result-oriented, and qualified Kenyan citizens to fill two critical leadership positions:
Duties and Responsibilities
The Chairperson of the Turkana County Public Service Board will act as the spokesperson and liaison between the County Public Service and the County Executive. Responsibilities include:
- Establishing and abolishing offices in the County Public Service.
- Appointing and confirming appointments for County Public Service positions, including on boards of urban areas.
- Exercising disciplinary control over County Public Service employees.
- Preparing and submitting regular reports on board functions to the County Assembly.
- Promoting the values and principles of public service as per Articles 10 and 232 of the Constitution.
- Evaluating and reporting compliance with public service values and principles.
- Advising on human resource planning, development, and performance management.
- Recommending remuneration, pensions, and gratuities to the Salaries and Remuneration Commission.
General Requirements for Both Positions
Applicants must:
- Be Kenyan citizens.
- Have at least a first degree from a recognized university in Kenya (Master’s degree is an added advantage).
- Possess at least 10 years of experience in management and administration in the public or private sector.
- Demonstrate leadership, strategic thinking, and a result-oriented approach.
- Be conversant with the Constitution of Kenya and Devolution Laws.
- Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.
- Be members of a registered professional body.
- Show the ability to work in a multi-ethnic environment and under pressure.
- Demonstrate knowledge in human resource management, financial management, and ICT.
- For Chairperson applicants: Knowledge of Turkana County and its complexities is required.
