8 Vacancies Open At Public Service Commission

The Public Service Commission (PSC) is inviting applications from qualified individuals to fill the positions of Vice-Chairperson (1 position) and Members (7 positions) of the PSC.

The vacancies arise from the need to nominate individuals to serve in these roles, starting from January 9, 2025. The application process is governed by Article 233 of the Constitution of Kenya, as well as the Public Service Commission Act (Chapter 185, Laws of Kenya).

Qualifications for Appointment

1. Vice-Chairperson of the Commission:

  • Citizenship: The applicant must be a Kenyan citizen.
  • Education: Must hold a degree from a university recognized in Kenya.
  • Experience: Requires a minimum of 10 years of experience in their profession, with at least 6 years in a managerial role, either in the public or private sector.
  • Integrity: Must meet the standards of leadership and integrity as outlined in Chapter Six of the Constitution of Kenya.

2. Member of the Commission:

  • Citizenship: Must be a Kenyan citizen.
  • Education: Must hold a degree from a recognized university.
  • Experience: Requires a minimum of 10 years of experience in their field.
  • Integrity: Must fulfill the integrity and leadership requirements outlined in Chapter Six of the Constitution.

Disqualification Criteria

Certain conditions disqualify individuals from being appointed to these roles, including:

  • Holding or having held political office, such as a Member of Parliament, County Assembly, or leadership positions in political parties within the past five years.
  • Holding any state office or being a candidate for election as a Member of Parliament or County Assembly.
  • Holding office in political organizations that support candidates for elections to Parliament or County Assemblies.
  • Being an undischarged bankrupt.
  • Having been removed from office for violating constitutional or legal provisions.

However, disqualification based on past political candidacies or roles ceases to apply after two general elections have passed since the individual’s last candidacy or office holding.

Term of Appointment

The term for both the Vice-Chairperson and Members of the PSC is set as a single, non-renewable six-year period. The appointees will serve on a full-time basis and are not permitted to hold any other office or employment, whether in the public or private sector, for profit during their tenure.

Remuneration and Benefits

The remuneration and benefits for these positions are determined by the Salaries and Remuneration Commission, as specified in the Gazette Notice No. 10346 of August 9, 2023, and related circulars. These details will be shared with successful applicants.

Application Process

The application procedure is straightforward, requiring applicants to provide comprehensive documentation, including:

  • A detailed curriculum vitae.
  • Certified copies of academic and professional certificates.
  • A National Identity Card or Passport.
  • Testimonials and any other relevant supporting documents.

Applicants must ensure their applications are clearly labeled according to the position they are applying for, either as “Vice-Chairperson” or “Member of the Public Service Commission.”

Submission Methods

Candidates can submit their applications through three methods:

  • Hand Delivery: Applicants may deliver their applications to Room 306, Third Floor, Harambee House, Harambee Avenue, Nairobi, during working hours (Monday to Friday, 8:00 AM – 5:00 PM).
  • Online Submission: Applications can be sent via email to [email protected]. It is important that scanned and certified copies of all required documents accompany the online submission.
  • Postal Service: Applications can also be sent through ordinary or registered mail to the Chairperson of the Selection Panel, P.O. Box 62345-00200, Nairobi.

Selection Process

Once the application deadline has passed, the selection process will proceed as follows:

  • The names of all applicants and the interview schedules for those shortlisted will be published in the Kenya Gazette, the Public Service Commission website, and two newspapers with nationwide circulation.
  • Shortlisted candidates will need to present original copies of their National Identity Card or Passport, academic certificates, and other documents during the interview.
  • Additional clearance from various institutions, including the Kenya Revenue Authority, Higher Education Loans Board, Ethics and Anti-Corruption Commission, Credit Reference Bureau, and the Directorate of Criminal Investigations, will also be required.

Key Considerations

  • Integrity During the Process: The PSC emphasizes the importance of honesty, warning that producing fake documents or impersonating others during the interview is a criminal offense.
  • Responsibility for Timely Delivery: It is the applicant’s responsibility to ensure their application reaches the Selection Panel by the deadline.
  • Canvassing: Engaging in any form of canvassing will result in automatic disqualification.

Application Deadline
