Position Overview

Summary:
The Public Health Specialist (Strategic Information) Team Lead supports the Division of Global HIV and Tuberculosis (DGHT) and President’s Emergency Plan for AIDS Relief (PEPFAR) programs. The role involves planning, managing, and evaluating policies and programs in public health, including HIV/AIDS prevention, counseling, testing, care, and treatment.

Key Responsibilities:

  • Lead the planning and implementation of new initiatives and activities supporting CDC’s public health objectives.
  • Collaborate with local and international partners to monitor, evaluate, and adapt strategies to meet program goals.
  • Develop annual strategies, work plans, budgets, and reports (e.g., Country Operational Plan, Annual Work Plans).
  • Conduct site visits and attend meetings with stakeholders to review program progress (up to 25% travel required).

Supervisory Responsibilities: Yes

Start Date: Candidate must be available to begin work within four weeks of receiving agency authorization and required clearances.


Qualifications and Requirements

Education:

  • Master’s degree (or equivalent) in Public Health, Epidemiology, Informatics, Computer Science, or Biostatistics.

Experience:

  • Minimum six years of mid-to-senior level experience in public health program implementation, monitoring, and evaluation, including coordination with international agencies.
  • At least one year of managerial experience handling human and financial resources in international projects.

Knowledge:

  • In-depth understanding of international public health issues, particularly in HIV and TB.
  • Familiarity with host government healthcare systems, including Ministry of Health policies and programs.
  • Expertise in survey design, data management, and program evaluation.

Languages:

  • English: Fluent (Level 4) – speaking, reading, writing.
  • Kiswahili: Fluent (Level 4) – speaking, reading, writing.

Skills and Abilities:

  • Strong leadership, analytical, and communication skills.
  • Proficiency in word processing, spreadsheets, databases, and data analysis tools.
  • Ability to work collaboratively with diverse teams and partners.

Conditions of Employment

  • Medical Certification: Required.
