Job advert – Monitoring & Evaluation Officer
Purpose
CHAK is seeking to recruit a dynamic, self-driven Monitoring & Evaluation professional of integrity to the position of M&E Officer. The position reports to the Monitoring & Evaluation Director and is based at CHAK Secretariat in Nairobi. The job holder will be responsible for supporting the strengthening of CHAK HIV&AIDS Project in Cluster 3 in data management, timely reporting and county engagements.
Duties and responsibilities
- Supervise and coordinate collection of accurate monitoring data and reports from health facilities (monthly, quarterly, semi-annual and annually) on all required indicators
- Support information technology infrastructure and data management tools in implementing facilities
- Provide support in the development and application of M&E Tools in the project
- Facilitate implementation of EMR and HIS products in implementing sites as approved by the Project and MOH and ensure technical support is provided as needed
- Support technical M&E needs at implementing sites (computers and hardware)
- Lead in conducting routine and periodic data quality audits for data quality assurance at facility, sub-county and county levels
- Provide mentorship to facility staff on the appropriate use of HIV-related M&E data collection and reporting tools
- Support in timely monthly/Quarterly and Adhoc program reporting:
a. Donor through DATIM and 3PM
b. MOH/County through KHIS2
c. NASCOP through submission of data through national data warehouse (NDW) - Perform regular Technical Assistance visits to health facilities to support the improvement of the quality of data collected and reported by health facilities
- Support the project to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner
- Support regular M&E capacity building activities in the project
- Build the data culture at health facilities to improve data demand and data use
- Increase health facilities demand for quality information, methods, and tools, and facilitation of information use in decision making
- Support strengthening of the M&E at counties
- Receive and analyse data from Health facilities and Projects and disseminate reports generated to the project, county and sub-county health teams and other Partners
- Produce monthly, quarterly and annual M&E reports based on project indicators
- Facilitate capacity building and mentorship for implementing sites in M&E
- Support and participate in performance review
- Support identification and definition of indicators in development of project proposals and work plans
- Participate in relevant County Health Sector HMIS/M&E Technical Working Group.
- Any other duties assigned.
Specifications
Academic and professional qualifications
- Bachelor’s degree in computer science, health informatics, Information Science, or other relevant health-related qualification from an accredited university
- Experience with SQL statistical analysis programs such as SAS, R or STATA
- Programming language PL/SQL, python is a plus
- Skills in the use of web analytics tools (Google Analytics, Web trends, etc.) are highly desirable
- Familiarity with relational databases (schemas, design) and XML is highly desirable
Experience
- At least two years’ demonstrated experience including developing and designing data sets, indicators, data elements and designing custom data entry screens for DHIS2
- Experience in developing health information systems, databases and reports
- An understanding of popular tools currently in the health sector such as ODK, REDcap, KenyaEMR, an advantage
- Understanding of Kenya Health Systems
