National Police Service Commission Hiring Deputy Inspector Generals : Kenya Police Service And Administration Police Service

Pursuant to Article 246(3)(a), 245(3) and 232(1)(g) of the Constitution of Kenya 2010, Section 13 and 14 of the National Police Service Act No.11A of 2011 (Revised 2017) as read with Executive Order No. 7 of 2024 vide Notification of Presidential Action (1) -12/07/2024, the National Police Service Commission invites applications from suitably qualified serving police officers who wish to be considered for the positions of;

(a) DEPUTY INSPECTOR GENERAL, KENYA POLICE SERVICE (DIG-KPS)

The Deputy Inspector General of Kenya Police shall be under the direction of the Inspector General and shall command, control and administer the Kenya Police Service.

Requirements for Appointment

A person shall be qualified for appointment as the Deputy Inspector General Kenya Police Service if the person: –
a) is a Kenyan citizen;
b) holds a degree from a university recognized in Kenya OR equivalent qualifications;
c) has had a distinguished career in their respective fields;
d) meets the requirements of Chapter Six of the Constitution.
e) has served the Police Service for at least fifteen years and has knowledge and experience in matters relating to any of the following disciplines: –

i. criminal justice;
ii. policy development and implementation;

iii. finance and public administration;
iv. strategic management;
v. security;
vi. law;
vii. sociology; or
viii. Government.
f) is a serving police officer of the rank of Assistant Inspector General (AIG) and above.

Duties and Responsibilities

The Deputy Inspector General heads the Kenya Police Service and is subject to the direction, command and control of the Inspector General for: –
i. the effective and efficient day to day administration and operations of the Kenya Police Service

ii. implementation of policies and directions of the Service in relation to the Kenya Police Service;

iii. preparation of the budget, planning and provision of support for the Kenya Police Service;

iv. establishment and maintenance of police stations, outposts, units or unit bases in the counties and determination of the boundaries of the police stations, outposts or unit bases and establishment of a facility in each police station for receiving, recording and reporting of complaints from members of the public;
v. managing, monitoring and evaluating the Kenya Police Service;
vi. undertaking the supervision of the Kenya Police Service;
vii. coordinating training in the Kenya Police Service;
viii. providing internal oversight of the Kenya Police Service;
ix. establishing and maintaining a relationship between the Kenya Police Service and the community;

x. improving transparency and accountability in the Kenya Police Service;
xi. co-operating and engaging in joint security operations with the Deputy Inspector-General, in charge of the Administration Police Service, other Government departments or other security organs to ensure the safety and security of the public.
xii. implementing the decisions of the Inspector-General, and
xiii. performing such other duties as may be assigned by the Inspector-General or the National Police Service Commission, or as may be prescribed by this Act or any other written law.

(b) DEPUTY INSPECTOR GENERAL, ADMINISTRATION POLICE SERVICE (DIG-APS]

The Deputy Inspector General of Administration Police shall be under the direction of the Inspector General and shall command, control and administer the Administration Police Service.

Requirements for Appointment

A person shall be qualified for appointment as the Deputy Inspector General Administration Police Service if the person: –
a) is a Kenyan citizen;
b) holds a degree from a university recognized in Kenya OR Equivalent qualifications;
c) has had a distinguished career in their respective fields;
d) meets the requirements of Chapter Six of the Constitution.
e) has served the Police Service for at least fifteen years and has knowledge and experience in matters relating to any of the following disciplines:-

ix. criminal justice;

XV. sociology; or
xvi. Government.

(b) Duties and Responsibilities

The Deputy Inspector General heads the Administration Police Service and is subject to the direction, command and control of the Inspector General for: –
i. the effective and efficient day-to-day administration and operations of the Administration Police Service;
ii. providing strategic guidance and direction for the Administration Police Service;
iii. preparing the budget, planning and provision of support for the Administration Police Service;
iv. monitoring and evaluating the Administration Police Service;
v. undertaking the supervision of the Administration Police Service;
vi. establishing and maintaining outposts, units or unit bases in the county and determining the boundaries of the outposts or unit bases and establishing a facility in each police post or other premises for receiving, recording and reporting to the Independent Police Oversight Authority of complaints from members of the public;
vii. coordinating training in the Administration Police Service;
viii. providing internal oversight of the Administration Police Service;
ix. establishing and maintaining a relationship between the Administration Police Service and the community;
x. improving transparency and accountability in the Administration Police Service;
xi. co-operating and engaging in joint security operations with the Deputy Inspector-General in charge of the Kenya Police Service, other Government departments or other security organs to ensure the safety and security of the public;
xii. implementing the decisions of the Inspector-General; and
xiii. performing such other duties as may be assigned by the Inspector-General or the National Police Service Commission, or as may be prescribed by this Act or any other written law.

Terms of Service

The gross monthly salary and benefits attached to the positions are as determined by the Salaries and Remuneration Commission vide Kenya Gazette No.10346 Vol.CXXV-No.177 of 9th August, 2023.
