Nairobi City County Public Service Board Hiring In 24 Positions

The Board Charter is considered best practice for any Board to enhance Board efficiency and effectiveness and promote good corporate governance.

It is also necessary to clarify and ease the interface between the Board and the County Management. Though the main duties of the Nairobi City County Public Service Board are spelt out in the County Governments Act 2012, the Act does not spell out the operational procedures for the Board.

This Charter therefore, inter alia, provides the procedures to be followed by the Board in its operations.

The Nairobi City County Public Service Board, is a body corporate capable of suing and being sued.

Vacancies

1. Counsel Research – KES. 50,610-67,110 p.m

 i.       Interpreting the Constitution statutes and subsidiary legislation for the County Government department entities.

  ii.       Conducting research for legal and on behalf of County Government and its entities on various challenges encountered in the implementation of their legal mandate.

 iii.       Offering legal advice on legal issues affecting the County.

 iv.       Preparation of legal opinions and briefs.

2. Director – Legal Services – KES. 124,630-17,2350 p.m

The primary objective of the office of the Director Legal Services will be to oversee the effective implementation of the functions of the directorate augment the capacity of the office of the County Attorney in carrying out its mandate under the office of the county attorney by providing legal support across all the ten (10) sectors in the Nairobi County Executive.

3. Counsel Legislative Affairs – KES. 50,610-67,110 p.m

i.       Drafting Bills and subsidiary legislation for introduction to the County Assembly.

ii.       Reviewing of policy documents.

iii.       Participate in the preparation of the County Finance Bill.

iv.       Preparing advisory opinions on the propriety or otherwise of County assembly bills for assent.

4. Senior Counsel Research – KES. 58,360-90,200 p.m

i.       Interpreting the Constitution statutes and subsidiary legislation for the County Government department entities.

  ii.  Conducting research for the County Government and its entities on various challenges encountered in the implementation of their legal mandate.

 iii.       Offering legal advice on legal issues affecting the County.

 iv.       Preparation of legal opinions

5. Principal Counsel Research – KES. 90,200-12,4630 p.m

i.       Possess Bachelor of Law degree (LLB) from a recognized institution.

  ii.       Must be an Advocate of the High Court of Kenya in good standing.

 iii.       Must have served satisfactorily as an Advocate of the High Court for at least five (5) years post admission to the bar.

6. Principal Counsel (Transaction) – KES. 90,200-124,630 p.m

i.       Handling complex commercial transactions.

    ii.       Offering legal advice on Public Procurement and Public Private Partnerships to County Sectors and entities.

  iii.       Drafting contracts and agreements for and on behalf of county sectors.

7. Senior Counsel Civil Litigation – KES. 58,360-90,200 p.m

  i.       Advising, representing, and defending the county in matters of Litigation and ADR.

  ii.       Providing guidance on compliance with court orders, judgments, and decrees affecting the County.

 iii.       Preparation of briefs, opinions and legal instruments.

 iv.       Preparing affidavits/counter affidavits in Civil Proceedings by or affecting the County.

8. Principal Legislative Counsel – KES. 90,200-124,630 p.m

i.       Drafting and reviewing bills and policies emanating from departments in the County Executive.

ii.       Advising the County Executive on Legislative matters.

iii.       Assisting in developing, implementing and reviewing policies and procedures to ensure that they meet Constitutional and Statutory threshold.

iv.       Reviewing County Government Legislation.

9. Senior Legislative Counsel – KES. 58,360-90,200 p.m

i.       Advising County Sectors on Legislative issues.

ii.       Reviewing of policy documents to ensure that they confirm with the constitution and all statutory requirements

iii.       Drafting bills and subsidiary legislations.

iv.       Providing legislative advisory services to the County Government.

10. Counsel (Transactions) – KES. 50,610-67,110 p.m

 i.       Drafting County legal instruments.

  ii.       Offering legal advice to County Sectors on procurement matters.

 iii.       Drawing up conveyancing instruments on behalf of the County sectors and entities.

 iv.       Advising County sectors, departments and entities on procurement.

11. Principal Counsel Litigation – KES. 90,200-124,630 p.m

i.       Offering Legal Advice on Legal matters affecting the County.

ii.       Handling prosecution court to protect the County’s interests in matters filed by and against the County.

iii.       Preparation of briefs, opinions and legal instruments.

12. Director Legislative Affairs – KES. 124,630-172,350 p.m

The Primary objective of the office of the Director Legal Legislative Affairs will be to oversee the effective implementation of the functions of the Office of the County Attorney and argument the capacity of the office of the County Attorney in carrying out its mandate under the Office of the County Attorney, Act 2020. The director will ensure that the County Government is offered the relevant Legislative support.

13. County Solicitor – KES. 137,070-203,010 p.m

The County Solicitor shall be the Principal Assistant to the County Attorney in the execution of the functions of the County Attorney under the office of the County Attorney’s Act 2020 and any other written law.

14. Chief Counsel County Transactions – KES. 102,860-137,070 p.m

 i.        Providing legal advice on public procurement Public Private Partnership at the request of County Sections and entities.

 ii.       Drafting Contracts and agreements on behalf of Departments in the County executive and its entities.

iii.       Negatively, vetting and interpreting agreements for and on behalf of the County executive and its agencies.

 iv.       Providing legal advice on all land transactions including the County Government.

15. Director Civil Litigation and ADR – KES. 124,630-172,350 p.m

The primary objective of the office of the Director shall be to oversee the effective implementation of the functions of the directorate and augment the capacity of the office of the County Attorney in carrying out the mandate under the office of County Attorney Act 2020.

The Director will ensure that the County Government is supported in all litigation and alternative dispute matters filed by and against the County.

16. Chief Legislative Counsel – KES. 102,860-137,070 p.m

i.       Initiating and coordinating research on emerging legal issues that inform policy formulation and review.

ii.       Drafting legislative proposals for the County Government.

iii.       Drafting and reviewing bills and policies emanating from the County Executive.

17. Director County Transactions – KES. 124,630-172,350 p.m

The primary objective of the office of the director will be to oversee effective implementation of the functions of the directorate and augment the capacity of office of the County Attorney in carrying out the mandate under the office of the County Attorney Act 2020

 i.       Providing legal support to respective County Sectors.

  ii.       Making periodic reports to the Director on legal issues affecting respective County Sector.

 iii.       Performing legal and regulatory risk analysis to enhance decision making and statutory intervention.

The primary objective of the office of the Director Legal Research and Compliance will be to oversee the effective implementation of the function of the Directorate and augment. The capacity of the office of the County Attorney in carrying out the mandate under the office of the County Attorney’s Act 2020.

23. Chief Counsel Research – KES. 102,860-137,070 p.m

 Interpreting the Constitution statutes and subsidiary legislation for the County Government departments entities.

  ii.       Conducting research for the County Government and it’s entities on various challenges encountered in the implementation of their legal mandate.

 iii.       Coordinating capacity building on legal compliance for the County Executive entities.

 

24. Chief Counsel Civil Litigation – KES. 102,860-137,070 p.m

    i.       Assist the Director in the implementation of the functions of the directorate

   ii.       Liaising with County Sectors and departments on Litigation matters.

  iii.       liaising with above sectors especially on offering instructions and witnesses.

  iv.       Preparing and instituting matters in court on behalf of the County

    v.       Handling court matters on behalf of the County

  vi.       Ensuring that the Civil registry is well organized and records are updated.

vii. Perform any other duties that might be assigned from time to time.
